Unge skal have adgang til uddannelse og beskæftigelse: Det Regionale Arbejdsmarkedsråd i Østjylland og Vestjylland (RAR), KKR Midtjylland og Region Midtjylland (RM) arbejder sammen om at skabe de bedst mulige vilkår for unges karriereveje i Midtjylland. Det sker ved at skabe adgang til kvalitetsuddannelser, uanset hvor de unge bor, og ved at forbedre vilkårene for unges arbejdsmarkedstilknytning. Målet er, at flere unge opnår et større arbejdsmarkedskendskab og udvikler motivation til at tage en uddannelse. Det gælder især NEETs gruppen og kobling til grundskolen. På unge- og uddannelsesområdet arbejdes der konkret med at skabe en øget interesse og tilstrømning til erhvervs- og STEM-uddannelserne i regionen. Unge skal opdage og forstå hinanden: Central Denmark EU Office (CDEU) og RM tilslutter sig den europæiske kampagne for bedre og mere oplysning om unge, deres muligheder og udfordringer ved at være ung i dag i en post-coronatid. Unge har på mange måder været den gruppe, som har lidt mest under nedlukningen, da man som ung udvikler sig fysisk og mentalt på kort tid. Som indfødt digital, har unge brug for en styrket forståelse af deres digitale adfærd, og hvilke konsekvenser det har. Samtidig er der et behov for at styrke deres relationelle og interkulturelle kompetencer iht., hvordan man interagerer med andre unge mennesker i den virkelige verden. Disse to indsatser kan med fordel adresseres i European Digital Education Plan, hvis indsatsen økonomisk støttes gennem synergifunding fra Erasmus+ og Horizon Europe til at sikre unges teknologiforståelse og digitale adfærd. Det er vigtigt, at nationale, regionale og lokale kampagner i det europæiske ungdomsår fokuserer på, at vi skal bruge muligheden for at genopdage hinanden som mennesker. I sidste ende er det det, der er nødvendigt, hvis vi skal have en motiveret ungdom. Og det kræver ekstra funding, hvis det skal kunne lade sig gøre. Alle unge skal have en chance for udvikling: Alle har lidt under pandemien, og alle unge skal have en mulighed for at opbygge nye relationer til hinanden og lære at se verden på en ny måde - og ikke kun gennem skærmen. De skal nedbryde fordomme om hinanden og være aktive bærer af anti-radikalisering og -racisme, hvis de reelt skal være hinanden imødekomne. De skal sammen have en oplevelse af, at verden er et godt sted at bo og leve, og at det er muligt at rede verden trods dårlig politisk ledelse og masseforurening fra kæmpe virksomheder. Det nye program ALMA, som vil blive integreret i strukturfondsmidler, er et godt værktøj til at give unge mulighed for at udvikle sig selv personligt og fagligt ved at komme i praktik i udlandet. Inklusion af unge i udvikling af ungetiltag: Et konkret målingsparameter for ungdomsåret kan være antallet af unge, der bliver inkluderet i ungeaktiviteter. Det er oplagt, at når offentlige myndigheder og instanser udvikler arrangementer målrettet unge, at de unge også bliver involveret i udviklingen, planlægningen og udførelsen af tiltag og arrangementer. Der kan opleves i nogle tilfælde en berøringsangst overfor at inkludere unge i udvikling af aktiviteter, da det kan tage længere tid. Hvis de unge skal være med, skal de være til stede i alle faser af et ungdomsår. Unge er og bliver kulturelle iværksættere, og det skal planlæggere benytte sig af. Det skal være muligt at være en del af nye initiativer på unges egne præmisser og mentale overskud. Synergi med eksisterende ungdomspolitikker: Det europæiske ungdomsår skal være med til at skabe synergier mellem nationale, regionale og kommunale ungdomspolitikker, strategier og events. Så der på den måde skabes et overblik og et samlingspunkt nationalt for alle dem, der arbejder med ungdom. Det handler blandt andet også om at identificere, hvor er hullerne og potentialerne for at udvikle ungetiltag i hvert et EU-land, så det europæiske ungdomsår får en fonankring og en mulighed for at udvikle sig yderligere, når året er omme.

Response to Update of the 2012 Bioeconomy Strategy

Central Denmark Region welcomes a new strategy for the European Bioeconomy. Since 2012 when the first strategy was launched, the bioeconomy landscape and industries have undergone significant changes, and time calls for the formulation of a new foundation for future policies. From a regional Danish perspective the bioeconomy carries enormous economic potential. Denmarks relatively large agricultural areas and long coastline offer plenty of opportunities to explore new sources of bio raw materials. At the moment a new economy developed from marine aquaculture of a wide species-range is emerging, and new industries for refining crops for cascade use in feed, food medical and other industries are under development. At the same time, climate change with increasing amounts of rainfall is challenging traditional crops. The challenge of climate change is no different from other regions in Europe – except that the problems stem from surplus water rather than drought. In the future, Denmark may very well be one of the most important areas in Europe for stable production of agricultural and aquatic produce. European policies that support us in unlocking the potentials of changed and new crops and new ways of exploring marine cultures simultaneous with the protection of wild habitats and biodiversity in agriculture and the aquatic environment are thus of great importance, not only for Denmark but for all of Europe. In the future agriculture, forestry and aquaculture will need to replace fossil-based products which may lead to completely new compositions of production in all the primary bio-sectors. Biomaterials have a large potential to replace fossil-based plastics for textiles, composites and pure plastic products for all kinds of uses. They also have huge potential for replacing concrete in buildings whether they stem from agriculture, forestry or marine sources. The Central Denmark Region calls for European policies that support the growth of the bioeconomy with emphasis on: 1. support of strategic research and innovation in novel uses of known and novel crops from agri- and aquaculture within medical, materials- and building industries as well as in food production. 2. continued mobilization of investments in especially start-ups and SMEs within new and developing bioeconomic value chains and special emphasis on investments in local business with the intensive exchange of residues between, as well as along, value chains to minimize transportation of non-processed biomass. Local structures with intensive partnering around residue materials, waste streams and e.g. periodical surplus energy also foster jobs at a local level in rural and semi-urban areas, thus supporting the economically weak regions of Europe. 3. mobilization of investments in full respect of the SMEs knowledge pool thus giving the opportunity for cooperation with research and innovation institutions whenever needed – but not as an expected 'normal' construction of partnerships. 4. support markets through regulatory frameworks enabling standards, labels and deposit systems on multiple materials in all sectors as well as waste handling and coordinated tariffs on fossil-based products and activities. 5. setting targets for use of biomaterials in the building, textile and plastic industries but at the same time avoiding skewing raw materials prices by use of rigid incentives. 6. balancing policies favoring food production with policies favoring the use of biomass for materials in other industries. Changing climatic conditions for growth and harvest of diverse crops may inhibit food production with classical crops in one region but enhance it in another. In order to maximize the total value of biomass production, support to the agricultural production of high-quality non-food crops may in some locations be a better priority than growing low-quality food or fodder crops with a relatively high negative environmental impact.
