Response to European Innovation Act

The Norwegian University of Science and Technology (NTNU) highly values the opportunity to contribute to this consultation on such a crucial topic for Europes future. With a main profile in technology and natural sciences, NTNU considers this process particularly important for strengthening Europes innovation capacity, competitiveness, and sustainability. To this end, we hereby attach a detailed input paper that outlines seven main points alongside concrete proposals. With this contribution, NTNU aims to provide constructive perspectives and practical recommendations to support the forthcoming policy process.

Response to Strategic Innovation Agenda for the period 2021-2027 of the European Institute of Innovation and Technology (EIT)

The Norwegian University of Science and Technology (NTNU) welcomes the new strategic agenda of the European Institute of Innovation and Technology (EIT) and the proposed reforms. We consider our partnerships in three EIT Kics, Climate, InnoEnergy and Raw Materials, to represent added value in promoting and developing innovation at our university, especially in our efforts to connect NTNU more closely with the public sector and the SME segment in the business community. The partnerships are important in order to achieve goals in our strategies to increase the scope of international and entrepreneurial experience for our students and young researchers. As most of the European HEIs, NTNU is moving away from linear concepts of innovation to closer co-creative approaches with external partners, which help NTNU to take on a new and central role in the innovation ecosystems. We would like to underline that the scope of EIT and its KICs should not only include products to be brought on the market, but also other types of innovation, e.g. organizational, process and design innovation, having in mind the challenges and needs regarding innovation in the public sector. In further development of the EIT strategic agenda for the years 2021 - 2027, we would like to see that the European Parliament and the Council emphasize the importance of discussion of the EIT SIA with important stakeholders among others, EUA, European University Association, initiating a broad discussion of the lessons learned and advices in the EUA-study “The Role of Universities in Regional Innovation Ecosystems” https://eua.eu/resources/publications/819:the-role-of-universities-in-regional-innovation-ecosystems.html (attached) We strongly encourage synergies with other relevant EU initiatives. EIT should support the overall priorities of Horizon Europe, it’s clusters and the missions. The proposed new activities to foster the innovation capacity of higher education institutions is a relevant and important addition to the EIT activities and NTNU strongly supports this proposal. As NTNU experiences, the proposed activities will meet the need for HEIs to develop an even clearer role in the innovation ecosystem. For Europe, in order to strengthen the power of innovation in the years to come, innovation must be based upon knowledge transferred from research or based on HEIs providing students with education that, in collaboration with the private and public sectors, will address the needs of the future. Should the EIT in the next period expand the number of KICs, NTNU would suggest to look to the Horizon Europe Missions, noting that that one of the five missions does not yet have a “corresponding” EIT KIC, namely the Mission on Healthy Oceans, Seas, Coastal and Inland Waters. Based on years’ experience in national and international cooperation, NTNU will point to this area as a special potential for development focusing on innovation and needed actions to strengthen collaboration between academia, the private and public sectors in this field and to address one of the most urgent matters of our time
