Response to EU’s next long-term budget (MFF) – EU funding for civil protection, preparedness and response to crises

DSO Entity welcomes the proposal of the European Commission for the next long term budget of the EU, which highlights in substance the relevance of the electricity distribution systems. Distribution System Operators (DSOs) are central to Europes competitiveness, clean energy transition, and resilience, yet current MFF proposals lack dedicated recognition and funding for distribution-level investments. To ensure DSOs can support Europes climate, energy, and economic objectives, DSO Entity highlights the following recommendations: - Ensure equal treatment of distribution-level investments alongside generation and transmission within MFF priorities. This could be guaranteed by the introduction of earmarks for smart and resilient electricity grids in key funding instruments, guaranteeing DSOs access to EU financial support. - Ensure equitable allocation between transmission cross-border projects and smart grids under the CEF-E framework. - Guide Member States to include DSOs under their National and Regional Partnership Plans (NRPPs) so to not leave it to national priorities only. In this case, earmarking funds for distribution grid development would be of considerable importance. - Guarantee funding for grid modernization and digitalization under the European Competitiveness Fund (ECF) while aligning procurement rules with EU legislation to avoid administrative burdens, so to build a comprehensive and simplified application framework.

Response to Evaluation of the Measuring Instruments Directive

EU DSO Entity is pleased to submit this joint response to the European Commissions call for evidence (Have Your Say) on the need to perform a new assessment on the suitability of the Measuring Instrument Directive (MID). We thank the Commission for the opportunity to provide feedback on this important legislative initiative. DSO Entity firmly believes this evaluation could indeed influence future legislative changes regarding metering, data quality, and overall interoperability, affecting all distribution system operators (DSOs) across the EU. A consolidated file containing all our DSO experts inputs has been uploaded. We believe these contributions will support the Commission in refining the MID and data interoperability matters, working towards an interconnected and decentralized energy system. DSO Entity remains committed to supporting this process and stands ready to engage further as needed.

Response to Targeted technical update of EU rules on measuring instruments

We at EU DSO Entity appreciate the initiative to update the MID. To unlock the full potential of smart metering technology it is essential to adjust technical requirements for metering devices, moving from a device-centric to a holistic view of metering as an entire system environment. The changes in particular requirements are, as far as we know, anticipated as an initial step to update the legal framework about metering for network operators in general. Future MID must correlate to technical and regulatory developments, such as EV charging infrastructure and DMDs. We are interested in collaborating with the dedicated EU bodies in further development of MID. EU DSO Entity particularly offers the support of their experts network for the planned update initiative.

They support using dedicated metering devices for data settlement, provided they are not used for billing energy. They also propose that renewable support schemes take into consideration locational criteria to avoid grid congestion.123
Why — This would minimize administrative overlap and support more efficient investments in electrical infrastructure.4
Impact — Individual consumers would bear the expenses for installing additional voluntary meters at their location.5
