Response to Ecodesign for Sustainable Products - Product priorities

EUMEPS (European Manufacturers of Expanded Polystyrene) welcomes the proposal for a new Regulation establishing a framework for setting eco-design requirements for sustainable products, as it considers it essential to increase the circularity of goods placed on the European market and as well EU Commission's willingness to gather feedback from interested parties, and strongly encourages the EU Commission to continue consulting the industry and civil society, in the drafting of the relevant delegated acts of the ESPR. With regard to the content of the public consultation and, more precisely, to the list of products identified by the JRC, EUMPES welcomes the decision to exclude "construction products" and "packaging" from the scope of the ESPR delegated acts. Furthermore, EUMEPS opposes the inclusion of plastics and polymers in the list of intermediate products, as it falls under sector-specific European legislation related to sustainability. EUMEPS, therefore, urges the EU Commission to exclude plastics and polymers from the list of products subject to the ESPR delegated acts and avoid regulating areas that already fall under sector-specific European legislation related to sustainability, especially where the general framework established by ESPR can achieve the same results without the adoption of specific eco-design requirements.

Impact — Consumers face hygiene risks and increased food waste from unsuited reusable food packaging.5

EUMEPS urges EU to enforce separate collection for plastics

Message — EUMEPS demands stricter enforcement of separate plastic collection rules and the removal of national exemptions. They propose creating dedicated waste streams to turn used polystyrene into high-quality new materials. Furthermore, they want producer fees reserved specifically for managing their own product waste.123
Why — Mandatory separate collection provides the industry with the high-quality feedstock needed for recycling.4
Impact — Other recycling programs lose funding if fees are no longer used for cross-subsidies.5

EUMEPS supports voluntary certification for microplastic pellet prevention
