The German AI Association and the European AI Forum welcome the European Commission's efforts to strengthen the European Union as an AI continent, thereby improving the deployment of AI within the Union. Currently, the EU is facing critical challenges in maintaining its competitiveness in AI development and deployment. In order to strengthen Europe's position in the global AI landscape, we recommend integrating a set of key, targeted policy measures into the Apply AI Strategy. Response to EU Start-up and Scale-up Strategy

As the European AI Forum, we emphasise the urgent need for a strong and competitive startup and scale-up ecosystem in Europe. Starting and scaling AI startups must remain attractive and feasible to ensure Europe's leadership in AI and innovation. However, significant hurdles remain, in particular access to finance, regulatory complexity, market entry, talent retention and infrastructure availability. We need to ensure that Europe remains an attractive hub for AI startups and scale-ups, but multiple barriers continue to hinder growth and innovation. Key challenges include access to funding, regulatory complexity, market entry, talent retention and infrastructure availability. Closing the funding gap: European AI startups receive significantly less venture capital than their US or Chinese counterparts, especially at later stages of growth. In addition, fragmented regulatory frameworks make cross-border investment difficult. We need to improve funding mechanisms, support venture capital funds and encourage institutional investors to back AI innovation. Reduce regulatory complexity: Since 2019, the number of AI-related regulations in the EU has tripled. Startups struggle with high compliance costs, while different national implementations fragment the single market. We call for greater harmonisation and full digitalisation of administrative processes to reduce these barriers. Facilitating market access: Europe's digital markets remain fragmented, and the adoption of AI in businesses lags behind other regions. Public procurement processes often favour non-European suppliers. We need to ensure that European AI companies have fair access to public contracts and business opportunities. Retaining talent: A significant proportion of Europe's AI graduates leave for the US, UK or Switzerland. To counter this brain drain, we need targeted funding programmes, tax incentives and faster visa procedures for AI professionals. Expanding infrastructure: European supercomputers are largely reserved for academic projects, while fragmented data policies limit access to high-quality datasets. We need to give start-ups better access to computing power and drive forward a European cloud and data strategy. Targeted action needed: To strengthen Europe's AI ecosystem, we need to channel more capital into AI startups, reduce bureaucratic barriers and enable seamless cross-border business operations. We call for harmonised regulations, active promotion of AI adoption in businesses, and public procurement processes that are aligned with the interests of European industry. We also need to introduce tax incentives for AI talent, speed up visa procedures and improve access to computing infrastructure. Europe's AI industry needs decisive action to compete globally. At the European AI Forum, we are committed to driving these changes and ensuring that European AI companies can thrive on a global scale.
