Response to Driving and rest times for bus and coach drivers

In order to encourage good practices on direct ferries and level the playing field between hauliers from Island nations and other EU road hauliers, the representatives from the Island nations road haulage industry have the following requests in order to truly promote intermodal transport all over Europe: --> Before embarking on a homeward/return ferry journey and provided that road safety is not thereby jeopardised, the driver may exceed daily and weekly driving time by up to two hours in order to reach the port where there is a risk of missing the departure of the ferry to their Member State of establishment. This change is in line with the May 2023 Commissions proposal on minimum breaks and daily and weekly rest periods in the occasional passenger transport sector. Drivers will be allowed to postpone the start of their daily rest period by one or two hours without excessing daily limits. Where necessary, the transport contract documents (CMR, e-CMR) should be referred to confirm that the carried goods are imports or exports of the Island Member States. Such documents are already referenced by EU Regulations 1071/2009 and 1072/2009 and offer evidence of the link with the respective Island Member State.
