As a member of the European Express Association (EEA), FedEx fully supports the EEAs response to the Call for Evidence. In addition, FedEx offers the attached considerations relating to the structure of regulation described in the policy options noted in the Call for Evidence. Summary: FedEx believes that separate regulatory frameworks for universal postal services and commercial goods distribution would better serve the EU's policy objectives. This approach would preserve essential universal services while fostering innovation and competition in the commercial sector. By recognizing these fundamental market differences in the regulatory structure itself, the Commission can create more effective, targeted, and sustainable policies. FedEx welcomes the opportunity to contribute further expertise and insights as this important initiative develops.
