UPS Europe Urges EU to Approve Longer Ecocombi Trucks

Message — UPS requests rules allowing longer vehicle combinations to operate across internal borders. They advocate for increasing the weight limit for these trucks to 44 tons. They also seek mutual recognition of national driver training and licensing standards.123
Why — Standardizing longer trucks would lower fuel costs and improve logistics efficiency for UPS.45
Impact — Rail and inland waterway sectors may see reduced investment as road transport becomes more competitive.67

Response to New EU urban mobility framework

As a global logistics organisation operating +120,000 vehicles worldwide, UPS’s sustainability priorities are focused around the reduction of emissions (both greenhouse gas and air quality) and congestion. UPS’s continually expanding ‘rolling laboratory’ of over 12,000 alternative fuel and advanced technology vehicles represents a large part of that work. UPS sees electrification, especially in an urban environment, as a key technology going forwards: in conjunction with a renewable electricity supply it enables the elimination of emissions in an energy efficient manner. UPS developed diesel to electric conversion solutions for urban delivery fleets; announced a partnership with and purchase of 10,000 electric vehicles from Arrival; deployed in London the world’s first fleet scale smart-grid and energy storage solution to overcome power grid constraints; deployed a program of electrically-assisted cycles to replace vehicles and reduce emissions & congestion, and experiments with electrically powered devices supporting delivery operators on foot. UPS therefore welcomes the European Commission’s objective of creating a new EU urban framework. This could help introduce a number of policy measures needed to succesfully transition to carbon neutral cities: • Review measures to stimulate electric cargo vehicles availability, e.g. stricter OEM CO2 standards and OEM sales mix quotas; • Funding & operational privileges to support alternative technologies and associated infrastructures deployment until they are commercially viable (e.g. government grants, tax credits, favourable parking / (un)loading arrangements, allowing zero emission vehicles to use bus lanes); • Mandatory implementation of drivers licence adjustment, so that holders of a B-license can drive alternatively fuelled vehicles of up to 4.25t; • Market structure reform surrounding local electric grids upgrade, so that end users do not need to bear entire upgrade upstream cost regardless of the owner of the upgraded asset. This is particularly relevant for rolling out in-depot solutions, which place a heavy demand on the electricity supply to buildings not built with fleet electrification in mind. Such upgrade costs are all borne by the end user, even if the upgraded asset is outside of the end user’s property and therefore not in its ownership, such as a substation. This market structure disincentives fleet electrification. Smart-grid and energy storage solutions go some way to solving this problem but do not eliminate it. Market reforms could potentially be contingent on the use of the best such smart solutions in conjunction with upgrades in order to minimise upgrade costs, such as the ‘rate basing’ mechanisms proposed in the U.S.: the grid provider invests in the infrastructure and spreads the cost to all customers as the consequential reduction in emissions would benefit all; • UPS does not see benefits of a policy-driven, mandatory use of consolidation centres but would support a review of the provision of facilities or space in city centres to enable electrically assisted cycle operations, incl. micro consolidation sites for secure parking & recharging overnight; • Rationalisation of legislation surrounding e-assist cycle solutions onto a performance standard basis: end objective regulated (speed) and not means used (motor power). E-assist cycles in the EU are limited to 250W rated motor power, suitable for originally intended market of pedelec cycles but not for the logistics industry. Given that the intention of the regulation is to maintain safety, a shift to performance standards around speed, braking distance, etc. would achieve the safety related objective whilst not restricting unnecessarily the amount of goods that a e-assist cycle could carry.

UPS Urges EU to Expand B-License Weight Limits

Message — UPS wants B-license holders to be allowed to drive heavier vehicles up to 5.5 tonnes. They also request including electric vehicles that exceed weight limits due to battery size.123
Why — This change would help UPS overcome driver shortages and deploy electric delivery fleets.45
