We propose 5 guiding principles and 15 key flagship measures to define a concrete and effective Startup and Scaleup Strategy. With one ambitious goal for 2030: The Strategy should not create scaleups, but European Tech Leaders. It's the only way Europe regain ground on an increasingly unstable, insecure and competitive world stage. Enabling the emergence of European Tech Leaders will not only bring growth and prosperity, but also make Europe less vulnerable to international pressures. Response to Savings and Investments Union

The EU must urgently achieve the Savings and Investment Union if its to meet the EUR 800 billion investment target set by Mario Draghi to finance Europes competitiveness. To this end, we call on the Commission to take fast, bold and tangible action on the three areas below: - Priority 1: attract more institutional investors, notably insurance, savings and pension funds, as Limited Partners in VC Funds - Priority 2: Strengthen the role of the EIB Group, and especially of the EIF, to better meet investors needs - Priority 3: attract more startups and scaleups to European stock markets 3 You will find our concrete proposals for each of these priorities in the attached document.
