Response to Evaluation of rights of persons with disabilities and with reduced mobility (PRM) when travelling by air

Dear Madam/Sir, Fraport AG welcomes the opportunity to comment on this roadmap. Fraport AG has already welcomed the introduction of the PRM regulation in 2006. At Frankfurt Airport (FRA) Fraport AG has set up - while keeping its basic competence - the company FraCareServices GmbH (FraCareS) and the Ground Handling Passenger Transport Department (Fraport) under the PRM Regulation with the provision of assistance for persons with limited mobility as defined in Annex I to Regulation (EC) No. 1107/2206. We have a very good track record in taking care of the needs of passengers with reduced mobility, as recognised by the relevant authorities and NGOs. Infrastructure – for example signage and Welcome Points - has been improved. Training of staff has been intensified in close cooperation with colleagues of different associations of handicapped people in order to have sensible communications with the passengers and dignifying processes. As airport operators are the responsible stakeholders for the service on the ground, we would very much welcome to be included in the further steps of the evaluation/consultation process of the Commission. We cooperate closely with ACI Europe and ADV. Already at this initial stage, we would like to give you advice about developments in the context of our services, that in our opinion are not desirable or even harmful to normal operations and to a good level of service: - More and more passengers are using the PRM service at airports. To fulfill the stringent time measures of the regulation, PRM’s are often driven in cars in terminals, can expect to not stand in line at security and border control stop points etc.. We can identify a rising number of guests, who simply „book“ PRM-Services as a comfortable and fast way through the terminals. Any way to reduce misuse of PRM service will be welcomed by airports (for example a „handicaped ID“). - A new PRM category WCH-I, intended to help elderly passengers, passengers traveling alone with small kids, or pregnant passengers, seems to be well intended. But: the existing WCH-categories already include such cases, interested people are able to book the service (as there is no formal prerequisite). Why then promoting more possibilities for misuse and with unclear definitions (at what age is a passenger old?)? - PRM personnel at airports has been confronted with excessive hand baggage of PRM’s. A new regulation should clearly state rules for the number, size and weight of carry-on baggage of PRM’s. Excessive hand baggage of PRM’s has lead to an abuse of PRM service as a porter service. - PRM-services for passengers with diseases / hidden diseases / ad hoc medicals are very hard to accomplish. Authorities in Europe should state, that a person with a defined disease needs to be accompanied by qualified medical assistance / a family member or else. Airport PRM personal are not qualified nurses or medical attendants. These are just some topics, that have been discussed around the PRM service and that should be addressed in the new regulation from our point of view.
