Response to Development of Euro 7 emission standards for cars, vans, lorries and buses

FTA Ireland (FTAI) is a not-for-profit membership trade association for the Irish freight and logistics industries. FTAI represents some of the largest freight and passenger operators in Ireland, with more than 25,000 employees and 10,000 vehicles operating between them. The logistics industry is the backbone of the economy, a key factor in the EU’s economic success. It employs almost 11 million persons in the EU, ie. 5% of total employment, and is in operation 24 hours a day, seven days a week. FTAI members are committed to increasing the environmental efficiency of their operations. We welcome the opportunity to comment on the roadmap on the future of the EURO 6 standard. - Any proposal for revision should be evidence-based and rely on a robust impact assessment taking into account the expected outcomes in terms of pollution reduction and health benefits as well as operational constraints and possible unintended consequences. - Future vehicle standards must preserve the operational capabilities of vehicles. The impact of future standards on the cost of commercial vehicles must take into account the very thin margins on which road hauliers operate and must be proportionate to the expected benefits. FTAI would like to warn policymakers against measures that only bring minimal benefits whilst being disproportionately costly. - The logistics industry has the potential to be part of the solution. The EU will only be able to reach ambitious climate change and air quality results through a variety of measures, including the development of alternative fuels and refuelling/recharging infrastructure in a coherent manner. The EU’s vehicle standard policy should be consistent with other policy measures and give clear incentives to vehicle users. The need for a EURO 7 category must also be assessed against the EU’s objective to promote alternative fuels. - A one-size-fits-all approach across all types of vehicles should not be an objective in itself. A decision to harmonise standards for all vehicle categories – if at all necessary – should only be made after a thorough assessment of the impact on each market segment on the basis of robust evidence.
