Gasgrid welcomes the initiative to revise the TEN-E regulation. It is indeed important to and to identify the prerequisites for an efficient energy system which contribute to an expedited clean transition. The future European grid infrastructure will be more diversified and interconnected which in combination of increased domestic energy production in the form of clean electricity and clean hydrogen will increase both European competitiveness and the security of supply. Hydrogen should play an important role in the revised the regulation. A hydrogen grid serves as a complement to the electricity grid. The total infrastructure investment need is significantly reduced when hydrogen grids used for transporting energy and for balancing the renewable energy production. However, the nascent hydrogen market requires additional steps and reduced regulatory burdens to become reality. To achieve these goals Gasgrid has identified the following areas which would need attention in the Grids Package: Access to financing must be improved through increased Connecting Europe Facility (CEF) funding and trough inter temporal cost allocation mechanisms also tailored to investments in greenfield hydrogen infrastructure. The PCI/PMI reapplication process must be simplified for projects which have attained the status. The Offshore Grid Planning must be updated process so that ENNOH is included as a leading governing body in the process. Offshore hydrogen pipelines are crucial for linking renewable hydrogen supply to demand in EU. The TYNDP process must be simplified and regulatory opinion and approval periods by ACER, EC and Member States for deliverables must be reduced to no longer than 4-6 weeks.

Gasgrid Finland welcomes Commission draft delegated act and calls for its swift adoption. From industry perspective it has taken too long to conclude essential pieces of hydrogen regulation. Delays risk the ability of industry to move forward with investments. Gasgrid Finland is the transmission system operator responsible for gas transmission, the transmission system in Finland, and the builder of the national hydrogen infrastructure. We are fully owned by the Finnish state. The Finnish Government has mandated Gasgrid Finland to promote the development of the national hydrogen infrastructure, international infrastructure cooperation and the hydrogen market in the Baltic Sea region. Commission states in the consultation call: Low-carbon fuels may play a role in the energy transition, particularly in the short and medium term, as they emit fewer emissions than existing fuels and support the uptake of renewable fuels. Gasgrid Finland is of the opinion that this sentence illustrates the challenge in approach and attitude: it is evident for industry that we need all types of environmentally sound hydrogen and Commission view that LC fuels may play a role is a serious concern. Low Carbon Hydrogen produced with low carbon grid electricity must play an important role in EUs hydrogen economy if we wish to reach our ambitious climate targets. What industry requires now is regulatory certainty and strong signals from European institutions and member states calling for 1) rapid implementation of the agreed rules and regulations, 2) appropriate space for investment decisions to be made. The new Ursula von der Leyen Commission should send a signal on the need of investments and while it has been informed that the regulatory environment of hydrogen regulation shall be revised in 2026-2028, a commitment of grandfathering existing and already made investment is of massive importance. With regard to the draft delegated act, Gasgrid Finland welcomes those measures that create clarity of the relationship between RFNBO and low carbon hydrogen. From the perspective of Finland, we specifically welcome the possibility to produce low carbon hydrogen from low-carbon grid electricity, as is the case in Finland. We also welcome the importance of sustainable carbon source in the form of biogenic-CO2 has been clearly noted, recognized and confirmed. Response to Roadmap on REPowering the EU with Hydrogen Valleys

Gasgrid Finland Oy and its subsidiary Gasgrid vetyverkot Oy (Gasgrid Hydrogen Networks), state-owned gas and H2 Transmission System Operators (hereinafter Gasgrid), welcome the EU Commissions ambition to create a strategic approach to increasing the number of hydrogen valleys in Europe and globally. As the hydrogen market and ecosystem is still in its infancy, we welcome creating a clear roadmap to fast-track its development. The Commission has rightfully and correctly indicated the bottlenecks this roadmap targets to address. However, we wish to underscore the importance of certain key elements. On regulation it is necessary to clearly indicate which regulation should the new H2Vs follow. As the roadmap stands now, it focuses much of its attention to early stages of H2 economy by putting a heavy emphasis on education, standardisation, research, and innovation. Currently, EU is working on several different funding mechanisms, such as the EU Innovation Fund, Hydrogen Bank and Connecting Europe Facility. Gasgrid would like the upcoming roadmap to address these funding mechanisms strategically and how to incorporate them into this roadmap. This would move the focus of the H2V roadmap towards the lift-off phase of H2 economy. The roadmap indicates that it aims to address the bottleneck of permitting. This is indeed a challenge for an accelerated build-up of H2 economy and H2Vs. The use of the Clean Hydrogen Observatory to collect and coordinate best practices is a good start, but it does not create a clear strategic insight how to address the issue in concrete terms. Naturally, permitting is a domestic issue left for the Member States but a more coherent and strategic view of the Commission into fast-tracking the permitting process would be welcomed. Gasgrid also identifies that strong commitments into the regional build-up of H2Vs might be threatened by the requirement of hourly correlation between renewable electricity and H2 production as laid down in the Delegated Act on Additionality. Even though the DA will be reviewed in 2028-2029 and the hourly correlation would be required from 2030 onwards, this creates uncertainty amongst investors. The hourly correlation combined with the bottlenecks in the electricity grid can be problematic for regional equality. In the case of Finland, the Western parts of the country are geographically better positioned to build more renewable wind energy, both on- and off-shore. Whereas the Eastern part of Finland faces difficulties caused by geography and defence policy related reasons. This will create unequal possibilities to build H2Vs in the country and lead to new investments only flowing into the Western part of the country. Therefore, Gasgrid proposes to take regional equality into consideration in the roadmap. Lastly, we wish to underscore the necessity to increase focus in the roadmap towards the fundamental building blocks of the H2Vs. The European Hydrogen Backbone and the core H2 and gas TSO/DSOs in Europe are essential to connect H2Vs and help in their initial take-off but also securing their future in the longer term. Interconnected Europe also helps Europe to become energy independent with guaranteed security of supply of H2.
