Response to Action plan against cyberbullying

HateAid welcomes the European Commissions initiative to tackle cyberbullying and digital violence. Our recent study with the University of Klagenfurt, which surveyed over 3,000 people in Germany, shows that digital violence is widespread. Most children (14 to 17) and young adults (18 to 27) have witnessed online violence, and about a quarter of children and a third of young adults have experienced digital violence themselves. Cyberbullying is particularly common: 69% of young adults experiencing digital violence report prolonged attacks such as insults, threats, harassment, exclusion, and the sharing of personal images or videos. Many face repeated or regular attacks. Digital attacks are different from offline bullying: they can happen around the clock, spread rapidly to wide audiences, and often involve anonymous perpetrators who rarely face consequences. This can lead to anxiety, depression, and suicidal thoughts. Fear of digital violence also leads many young people to self-censor. Women and members of marginalised communities are disproportionately affected, limiting their visibility and free expression online. Digital violence is a systemic problem that requires systemic solutions. HateAid therefore urges the European Commission and national regulators to adopt a comprehensive strategy that includes (1) mandating Safety-by-Design features (e.g., privacy-first defaults, protected inner circles for children, accessible reporting channels, swift removal of harmful content), (2) robust enforcement of existing legislation through independent, well-resourced authorities, (3) a balanced approach to age verification that respects data minimisation, avoids discrimination, and is harmonised across the EU.
