Response to Contingency plan for ensuring food supply and food security

Huhtamaki welcomes the opportunity to comment on the Roadmap for a contingency plan to support Europe’s food system. We support the need for sustainable food systems that are able to ensure a sufficient and varied supply of safe, healthy and nutritious food, affordably and sustainably to all people at all times, especially in times of crisis. We also believe that the development of a European contingency plan is an important component of the European Green Deal. The role of food packaging • Packaging does not exist on its own but is integral to the product it contains. Therefore, any failure of the food packaging supply chain will have a significant effect on Europe’s food supply chain, from farmer to manufacturer to retailer. These impacts affect both food retail and foodservice operators. • We have seen how having a European packaging supply chain capable of meeting the challenges of Covid-19 has been crucial in supporting EU citizens during the pandemic; facilitating the availability of safe, hygienic and secure food products across the EU and elsewhere. It is why the packaging industry was recognised by Member States as an essential industry and allowed to operate throughout the pandemic. Without sufficient and appropriate packaging available, there would be major issues with food distribution and food availability across the entire EU. • The entire European foodservice sector has already suffered significant financial consequences as a result of Covid-19, with take-away and delivery currently the only viable channels for many operators, who jointly employ over 8 million citizens. o An inability of these businesses to operate would have further social and economic effects on lives and livelihoods. o The European Environment Agency , recently confirmed that single-use food packaging “played an important role in preventing the spread of COVID-19.” (1) • The right packaging for the right product results in fewer Green House Gas emissions by limiting food waste. Food packaging typically accounts for 5% of the GHG emissions of the food chain and in many applications more optimal packaging results in a lower overall carbon footprint due to reduced food waste. Without sufficient packaging available at times of crisis there would likely be increased food waste, compounding availability issues. Recommendations • We support the proposed inclusion of food chain organizations and their representatives in the development of these proposals. We encourage the European Commission to include raw material suppliers and food packaging industry representatives in those discussions; also utilizing the expertise of the European Food Safety Authority and the European Centre for Disease Prevention and Control in these groups. • We also encourage the European Commission to include the essential role of food packaging in its analysis of how modern food chains operate, including the capacities and capabilities required at time of crisis. We also recommend that the analysis consider the the multiple roles that food packaging plays, including in terms of producer-supply and consumer-accessibility. • We recommend the inclusion of the European Food Safety Authority and the European Centre for Disease Prevention and Control in analysis of the role of food packaging in the food chain. • Finally, as part of the Commission’s Better Regulation Agenda and processes we strongly recommend that all policy proposals are subject to a specific food supply and security impact assessment, incorporating Life Cycle Thinking, to examine and quantify any potential impacts of proposals on the food packaging supply chain; especially impacts at time of crisis.
