Response to EU Action Plan of Gender equality and women’s empowerment in external relations for 2021-2025

The IRC welcomes the possibility offered by the European Commission to provide feedback on this Roadmap leading to the draft of the new EU GAPIII 2021 – 2025. Among the various crises in which we operate, the IRC considers protection and empowerment of women and girls (WaG) in crises and emergencies as a cornerstone of its response, as they continue to be systematically left behind and discriminated against. We ask the EU to ensure the needs of WaG in humanitarian crises are adequately included in the Joint Communication. It will not be enough to simply mention these WaG as “particularly vulnerable”. The EU must actively mitigate the barriers crisis affected WaG face to their safety, resilience and empowerment, by focusing on the following: 1.Gender Based Violence (GBV): The IRC welcomes the reference in the Roadmap to ensuring WaG “live free from violence and harmful practices including women in humanitarian crisis or fragile contexts”. The EU needs to shift the vicious cycle of underfunding GBV prevention and response, and commit to triple funding to meet the GBV minimum standards and deploy GBV experts from the onset of every emergency to ensure that GBV needs are accurately assessed and reflected in humanitarian response plans. This will help ensure comprehensive approaches to GBV and create safe spaces for all WaG in crisis settings to access case management, psychosocial support and other services, in line with SDG 5. 2.Women’s economic empowerment (WEE): The Roadmap references “women and girls should fully enjoy social and economic rights” in line with GAP II where WEE figured as one of its four pivotal areas. This emphasis should be maintained in GAP III, while including explicit commitments for women in crisis settings and forcibly displaced women. They are marginalised by intersecting inequalities and face economic exploitation, social and legal barriers to decent work and increased economic burdens. The EU must support sustained, multi-year, multi-sector interventions that build women’s financial inclusion and economic self-reliance in crisis settings, and have WEE as a primary objective. The IRC will gladly share its expertise on how to build these multi-sector interventions, as illustrated in our report “Choices, chances and safety in crisis” (attached). Once refugee women have access to labour markets and gender pay gaps are closed, they could generate up to $1.4 trillion to annual global GDP (https://www.rescue.org/report/rescueworks-unlocking-refugee-womens-potential). 3.Feminist Action for Climate Justice: The IRC welcomes the inclusion of climate change in the scope of GAP III. The EU should recognize the disproportionate impact of climate change on WaG in fragile and least developed countries through support for their resilience and adaptive capacity through climate-smart livelihood interventions that increase WEE and equip displaced populations with the skills to prepare for climate related shocks. 4.Feminist Movements: The IRC welcomes the recognition of the importance of working closely with women-led organisations and civil society. The EU should use a feminist analysis in considering the vulnerabilities brought upon WaG because of the current patriarchal system. Feminists, especially from the Global South, who are experts in humanitarian response should be supported to participate in the consultations to ensure their perspective is included. The EU should resource partnerships with local women-led organizations in crisis settings, both in their capacity as first responders and as local agents of change, by providing multi-year flexible funding to support local women’s movement building. 5.Reporting, monitoring and evaluation: GAP III should be accompanied by clear, measurable, time-bound indicators. The EU should invest in collecting disaggregated data, including data for displaced populations, and support partners to do so, in order to understand the impact of interventions on those furthest behind
