Response to Clean corporate vehicles

The JobRad Group welcomes the opportunity to comment on the Clean Corporate Vehicles initiative in the context of the European Commissions ongoing call for evidence. As the leading company bike fleet operator in Europe and a financial institution offering operational and financial leasing solutions for road transport vehicles, we support the European Unions ambition to accelerate the decarbonization of the transport sector. However, we are concerned about the current initiatives lack of a mode-neutral approach that would allow companies to meet zero-emission objectives using the full range of clean mobility solutions available on the market. While we strive to empathize with the impulse to focus primarily on the automotive industry, with several major automotive companies in our customer portfolio, we urge the European Commission to provide organizations of all sizes with the freedom to pursue the fleet decarbonization strategy that best fits their needs and budgets. The company bike leasing model, allowing employers to provide (e-)bikes to their employees as a benefit-in-kind through salary conversion, operating similarly to the well-established company car model, has experienced remarkable adoption rates and growth in Germany and Belgium, generating economic value and employment within and beyond the value chain. In Germany, over 750,000 new company (e-)bikes were added to the active fleet in 2024, bringing the total number of leased (e-)bikes to 2.1 million. Since 2019, the German market has seen incredible annual growth rates of 30%, resulting in a turnover of 3.1 billion in 2024 for the bike leasing service providers alone, paving the way for economic growth, new jobs, and a shift to emission-free and active employee mobility. At the same time, Germany and Belgium also rank among the EUs strongest performers in electric vehicle uptake, demonstrating that growing corporate bicycle fleets through leasing complements rather than competes with electrification of car fleets - both markets thrive when policy frameworks support consumer choice. Hence, the successful model in the two Member States underscores that company (e-)bikes and their underlying leasing model must be recognized and promoted accordingly in the upcoming initiative with a mode-neutral definition of the fleet composition. Catering for the full range of zero-emission mobility solutions is not only logical from a health and sustainability perspective, but also critical for reinforcing Europes competitive edge.
