Response to A new Circular Economy Action Plan

KLM Royal Dutch Airlines would like to draw the attention of the European Commission to Regulation (EU) 1069/2009. A revision of Regulation (EU) 1069/2009 is needed to attain EU circular economy goals and it should therefore be considered in the proposed Circular Economy Action Plan of the European Commission. KLM supports Regulation 1069/2009 and its aim to avoid spreading diseases but believes there is room for improvement. Catering waste from outside the European Union is always classified as Category 1 (CAT1) Waste. CAT1 Waste is a type of waste that has been classified as potentially dangerous to animal and/or plant health, CAT1 being the highest degree of hazard on a three-level scale. This type of waste is subject to strict EU regulation, prohibiting recycling. All CAT1 Waste must be disposed of by incineration or buried in an authorised landfill. Due to regulatory responsibilities, only 16% of all catering waste that KLM handled in 2018 has been recycled or separated, despite our efforts to recycle a higher percentage of waste. Due to the current Catering Waste classification scheme and this Regulation, the EU and European airlines are missing out on more sustainable and efficient waste-management solutions, both environmentally as well as economically. Without a revision, the EU will be unable to meet its own set targets for moving towards a fully circular economy, as laid down in the EU Circular Economy Package (2018). Therefore, KLM calls on the European Commission to revise Regulation (EU) 1069/2009 in order to increase the percentage of waste KLM, and other EU carriers, can recycle. 12 November 2018 Air France - KLM position on EC proposal to discontinue the seasonal time changes (DST) 1) Possible impact on AFKL operations Change of season is built into our business model and over the years into the complex AFKL network offering thousands of connections, with careful seasonal planning, fleet and crew planning and rostering our schedules. A change will have a significant impact at a global scale on air carriers operating within and to/from Europe. In the EU, additional disruption could take place as each Member State has the right to decide whether it will apply the winter or summertime as their standard time. This brings further complexity and uncertainty. A lot of these connections are between congested airports and through the complex and dense network it has become much more difficult to obtain adjustments in certain times and slots. The disruption to schedules and impact on night curfews would be felt most strongly if wintertime is adopted permanently, essentially moving summertime today back -1 hour (to UTC +1 hour iso UTC +2 hours). If the Commission proposal goes through, a big question is how to deal with the necessary mass coordination of time change requests, whether coordinators use local time (LT) or UTC impacting their local curfews, and how connectivity could be harmed with limited capacity available on one or both ends of the route. Any change to summer/winter reference time in Europe will impact slot coordination. Changes to schedules on such a large scale are complex and care has to be taken not to damage international connectivity. In addition, operational restrictions have to be taken into account and making changes is slots and timing is difficult, especially at congested airports. Fine-tuned AFKL international routes would require complicated rescheduling to preserve the coherence of these established networks. 2) AFKL position on the proposal AFKL would highly prefer that the DST system remains as it is to avoid negative consequences for our global network and prevent the risk of a patchwork of standard times throughout the EU as Member States have the right to choose either the summer or the wintertime as their standard time. If the current system is to be abolished, the choice of summer or wintertime as standard time should not be a Member State’s individual choice, but should be synchronised and become summertime on an EU wide basis to minimise the impact on the industry. If the EU does decide to progress with this proposal, we request a minimum 18 month period from final agreement to implementation after the publication of the Directive to discontinue seasonal time changes on EU level (summer 2021 at the earliest). In this way AFKL will have more time to make adjustments in the planning and final coordination. The current Commission timeframes are too ambitious, would cause widespread disruption to schedules not only in Europe but further afield due to the connections broken by the 1 hour change, and require much planning to secure and identify available capacity/slots to make the necessary changes. AFKL endorses the objections raised by A4E, IATA and others in the attached position paper. * * *
