Renault urges EU to include renewable energy contracts in battery rules

Renault Group welcomes and supports EU 2023 year of skills, an issue on which the Group is already actively engaged. Skills are a fundamental and crucial challenge in a world of toughened competitiveness in which social matters are key and should not be disregarded. The transition period car manufacturers and the EU industry is going through calls for important actions of upskilling, reskilling and training of todays and tomorrows talents and Renault Group has been already working on it for 10 years. For the automotive industry only, new qualified employees in circular economy, electric vehicle, digital, software and cybersecurity are needed to secure the digital and environmental twin transitions. The Group has adopted an ecosystem approach and created the ReKnow University, with the objective of training 15 000 employees by 2025 and 20 000 people in France. This inclusive university offers several programs based on the territories with the related industrial activity and in partnership with the local, regional and national authorities as well as prestigious universities. The ReKnow University is open to the Group employees in France, our industrial and technology partners employees working in the automotive sector, young people on initial training programmes, employees on retraining pathways and job-seekers. For instance, the digital, software and cybersecurity training is led by the Software République, a European collaborative ecosystem enabling a secure and sustainable mobility, founded by six leading companies: Thales, STMicroelectronics, Atos, Dassault Systèmes, Orange and Renault Group. The Software République Academy of the ReKnow University brings together the best of partners expertise to offer best-in-class training programs in cybersecurity with the ambition to develop future programs around data and software. Four programs are proposed to respond to the different obstacles encountered throughout a career path: - Two recruitment programs led by Renault Group: Ecole 2600 which is specialized in cybersecurity training that delivers an RNCP* title Level 7 (BAC+5) and a second one with EFREI which is a school that delivers an engineering degree. - A Qualification upgrade program common to the 6 partners who share fixed costs and leverage internal expertise and will specialize cybersecurity engineers for instance. - Tech Talent Program, leaded by Orange, to increase the attractiveness of digital jobs, with a strong storytelling to be presented in schools and institutions. Renault Group believes its action will ensure a socially fair, inclusive and just transition and leave no one behind. The Group believes this model could be duplicated in every sector and should inspired EU guidelines and Member States actions. The support of policymakers is more than needed to facilitate a common dialogue with employers, find the right policy solutions, invest and financially supports reskilling and upskilling programs. The Group is acting as a responsible employer and partner for the future of European workforce and is convinced that the ecosystem approach nurtured by a constant dialogue with all stakeholders is the key to secure EU employees in mobility future.

Response to Modernising the EU’s batteries legislation

Alliance Renault Nissan welcomes the opportunity to comment on the IIA on modernizing the EU’s Battery legislation and support more circularity and sustainability. We strongly believe that batteries are essential for the transport decarbonisation and proper attention to its development is key for the future of our automotive industry. ELV Directive already apply to batteries used in cars. EPR’s provisions and collection of batteries already fulfilled obligations under this directive. National schemes are already ensuring that all vehicles including traction batteries are collected. When it comes to recovery of materials from the battery it will only make sense if this is technically and economically viable taking into account the fact that real value of recovered materials will be affected by technological development to come. We also support the secondary use applications and reuse of batteries for which we call for a clear definition. End-of-life batteries must not be considered anymore as waste if they can be reused in order to simplify their reuse and transport. Secondary use of EV traction battery supports the Circular economy principles and will provide additional capacities for renewable energy storage. The Directive Battery will have to include provisions to foster usage in stationary applications of battery initially designed for mobile applications. Secondary use of battery also poses the question of EPR where initial responsibility moves from vehicle manufacturer to secondary users. We support the inclusion of Eco design provisions into the Battery directive legislation. Renault Nissan already implement voluntary actions detailed in their CSR guidelines to guarantee the responsible sourcing of materials. We therefore call for avoiding complexity in the definition of sustainability provisions that would affect manufacturer’s performance and add cost to final users. Battery vehicle requirements including On-board diagnostics (OBD)/ battery management system (BMS) related information may be better addressed outside this Battery Directive review. In the early development of batteries and the increase of needs for materials due to foreseen growth of EV market and battery capacity, we believe it is not possible to foresee the recycled materials rate that will be achievable in the decade to come. Therefore it should not be enforced by regulation. Furthermore future technical development with new type of materials could be impeded by targets, hence legislating in this field is premature.

Groupe Renault welcomes the finalization by the European Commission of its draft delegated act on C-ITS. We support the general objectives as established in the European strategy on C-ITS (November 2016): supporting the deployment of C-ITS while ensuring interoperability (including via backward-compatibility), service continuity & the security of V2X communications. We would like to thank the European Commission for drafting a balanced regulation in terms of technological choice, which relies on mature and trustworthy technologies while opening the door for new incoming technologies. Groupe Renault considers this regulation as a first step to maintain the E.U leadership for the deployment of highly-connected vehicles by allowing a quick deployment of C-ITS services.
