Response to Delegated act on primarily used components under the Net-Zero Industry Act

Safran welcomes the opportunity to provide feedback on of the draft delegated act supporting the implementation of Article 46(7) of the NZIA. Safran considered, since its inception, that this new piece of legislation held potential to actively contribute to building a framework for innovating and scaling the manufacturing capacity of net-zero technologies necessary to deliver the EUs decarbonisation ambitions in the field of aeronautics. These net-zero technologies of relevance to the aeronautics industry include notably: sustainable aviation fuels (SAF), electric and hybrid-electric propulsion technologies, carbon capture and storage and carbon capture and utilisation technologies, and liquid hydrogen technologies. Given its direct relevance to our sector, Safran's comments will focus on this specific delegated act. For the sake of consistency, it should however be stressed that any modification of the Annex of the delegated act should be duly replicated in the implementing act also under consultation. Whilst the proposed wording of the sections related to CCUS technologies and SAF technologies seem overall comprehensive, Safran would like to express its deep concern about the failure of the draft delegated act to take into account the aeronautics industrys needs in the electric propulsion technologies and hydrogen categories. We believe that these sections should be further refined to appropriately cover our sectors decarbonisation industrial needs. Accordingly, Safrans contribution to this consultation focusses on electric/hybrid-electric technologies for aviation and hydrogen technologies, while a few additional suggestions address SAF related technologies, in a second stage. When it comes to electric and hybrid-electric propulsion in particular, at a time when Europe is preparing to bring the first generation of electric motors for aviation to the market, we cannot stress enough the need for the EU to support its manufacturers in the construction of a genuine European value chain for hybrid electric air transport, from critical raw materials to recycling. This will enable us to secure our supplies of raw materials (rare earths) and components (permanent magnets, batteries, semiconductors, etc.), thus contributing to the emergence of the world's leading electric engine production sector. In this regard, it is essential that all EU industrial policy instruments (such as the NZIA, the Critical Raw Materials Act, the Chips Act, AZEA, the European Battery Alliance, the European Raw Materials Alliance, etc.), upcoming new initiatives such as the Clean Industrial Deal, as well as financing instruments (e.g. STEP, Innovation Fund, Invest EU) are mobilised to achieve the industrial realisation of the decarbonisation roadmap for air transport. Response to European chips act package – Regulation

The aeronautics, defence and space ecosystem is crucial for the European Union connectivity and its strategic autonomy and sovereignty. Electronics are critical components for these sectors. Chips are, for instance, key elements of the energy performance of aircraft and engines and are essential for the optimisation of flights (trajectory management computers) contributing therefore directly to the green transition of the aviation sector. This ecosystem represents only a very small volume of the electronics component/chips market. Despite its strategic role, the aerospace, defence and space ecosystem has only a very limited market power and its specific needs are partially served by the component suppliers. The EU Chips Act is a unique opportunity to take fully into account the specificities and needs of this sector.

Response to Action Plan on synergies and cross-fertilisation between the civil, defence and space industries

In a rapidly changing international context and in the race for technological advances, it’s important to support the sectors contributing to the EU's sovereignty and technological independence, especially in the current crisis context. Each sector has its own specificity and support for synergies must bring added value to each of them, operating in a complementary manner. Lack of level playing field at the international level Synergies between defence, space and civil aeronautics are paramount for the competitiveness of the related industries. In countries such as the USA and China, defence and space R&D budgets are massively high as per EU standards: these countries are leaders in defence and space. These investments directly and indirectly benefit their civil aviation industry. Today, Europe remains in Space number one for the commercialisation/export of telecom and earth observation satellite but, without an effort in R&T/I, it could erode rapidly. Innovation for defence purposes serves protection of the operational advantage and then can fertilize civil innovation. Defence, space and civil aeronautics • Are strategic by nature: They contribute to the strategic autonomy of the EU, as recognized in regulations (see FDI). The space and civil aeronautics sector, by offering unique services to all sectors of the economy and to the implementation of many public policies, contributes to EU’ sovereignty and competitiveness. Space infrastructure increases the resilience of industrial offerings and complements other land-based assets. • Have a leverage effect on the rest of the industry in terms of innovation and environment goals, by virtue of their high technological level. They also integrate innovations from others (digital, hydrogen...). Severe conditions of operation in stringent environments, explain their leadership in innovation. Through the modernization of the manufacturing processes, they contribute to achieving the EU's environmental objectives (ex: reduction of energy consumption and generation of waste). Annex 1 provides examples of synergies and cross-fertilizations. • Benefit to the whole value chain: The investments in R&D generate positive spill-overs across the whole chain, providing benefits especially to EU SMEs and mid-caps. • Contribute to education and skills cross-fertilization: The sector continuously needs talented workers with forefront competences in multiple areas, used to manage complex programmes. In particular, a high demand for data scientists, electric engineers, digital experts and AI experts is emerging. Fundings /The above elements imply that we need more support for our sectors, not less. The search for synergies at EU level must not lead to a contraction of the R&D budgets of these three sectors which do not benefit from a level of support comparable to their competitors. The long-term competitiveness of the EU defence, space and civil aviation industries and the EU’ strategic autonomy depend on the R&D effort. As these R&D efforts are provided by companies, it’s therefore important to consider that the vectors of synergy are first the companies based on their Technologies (IP). Obvious synergies would need additional financings. What would be a sovereign cloud, such as Gaia-X, without sovereign means of communication (see proposal of satellite constellation in annex 2)? General recommendations • Keep the specificity of each sector • The dedicated EU budgets for space, defence and aeronautics research will soon be adopted. They are not permeable and intend to finance finished products in these sectors. Any new initiative requiring new funding should have its own funding plan. • Provide an IP protection consistent with sensitive technologies used in Defence and Space; • Maintain coherence and continuity, between existing programmes and new initiatives, • Call for good cooperation and coordination upstream of the process with other relevant DGs.
