Response to EU Solar Energy Communication

Main actions required in the EU: It is of outmost importance that the EU now sets the right framework for a successful energy transition with reliable, sustainable, and affordable contribution with Solar PV and Wind building the backbone. A holistic perspective is required on the energy system, taking all types of technologies into consideration to achieve an accelerated implementation of climate neutral technologies. Stimulus for home and building owners to install residential PV and modernize buildings (public and private) with integration of PV on roofs and facades should be continued. In addition, support in R&D is required to explore and unlock the potential from Solar PV in innovative new areas, e.g., floating PV and Agri-voltaic applications. Massive build up of Utility-scale PV is required to ensure further decrease in cost (by economy of scale) and affordability of energy for the people. We recommend stimulation of high-efficient solutions, to save valuable, scarce land usage. Reliability can only be achieved through quality of applications and in security of supply. One out of eight Solar PV plants is chronically underperforming. Therefore, higher quality standards from regulatory bodies are required, especially in Utility-scale applications. The standards should also reflect highest ambitions for Environmental, Health and Safety during the full lifecycle of a PV plant. Some countries today are already struggling with high renewables in the energy mix. Focus should be taken to build PV plants with integrated grid stabilizing technologies, such as batteries, flywheels, synchronous condensers, and digital offerings, to be able to deploy further growth. Domestic manufacturing and project execution capacity is required to get EU out of the full dependency on PV suppliers outside the EU, and ensure a reliable supply of energy for electricity, mobility, buildings and industrial applications. The green hydrogen economy in Europe will not be able to unleash its potential without a successful integration of Solar PV as backbone in our energy systems. Considering the carbon footprint of the entire value chain including shipments from outside EU, meeting carbon and EHS requirements need to become a must-have in all EU tenders to increase the sustainability of the Solar PV value chain. Innovation can only be guaranteed, if there is enough competition, from a regional market or price setting perspective. This is also required to open the potential for new upcoming technologies with higher efficiency, for example, in Hetero-junction cell technology (HJT) and Perovskite-Tandem technology, where main research activities and patents are available today in Europe and require further protection to reach industrialization and required scaling. Regulatory support is required to accelerate the permitting process for new Utility-scale Solar PV plants and reduce costs in the development phase.

Response to Action plan on the digitalisation of the energy sector

Siemens Energy welcomes the roadmap consultation and the timely upcoming communications related to this roadmap, especially related to the following key topics: developing a European data-sharing infrastructure, enhancing the awareness and uptake of digital technologies, and cybersecurity in the energy sector. Closely linked to the AI Act proposal, a European Energy Data Space will play a crucial part in the AI applications for the Internet-of-Energy, presenting vast opportunities that can contribute to resolving major challenges facing society in the energy transition. To leverage Europe’s strengths and contribute to the ambitious global climate targets, Europe should aim at speeding up the creation of a trustworthy, high-quality, and interoperable data space, enabling the fast development of AI solutions for energy sector in the EU. The upcoming proposal should include an assessment set of rules and criteria for the data to fulfill (such as: error definition, references to standardization of data sets, etc.). Furthermore, data sharing should be incentivized, with a clear added value for both sides, and not made compulsory. This could have the opposite effect and affect the image of EU based companies abroad (e.g., some companies don't work with AWS since it is bound to American law). Open data interests have succeeded globally on many levels largely due to collective acknowledgement of a public good. However, businesses often do not have the capabilities or capacity to provide data as easily as may be needed. The burden to business of supplying data needs to be considered correspondingly. Conversely, the manufacturer will only access the data if the end-user provides this access. This only happens if the manufacturer offers content / value that is worth for the end user. There can indeed be challenges to market fairness. As example, a similar challenge is being addressed in the automotive industry on smart cars with right to repair. Data portability should be viewed from the consumer lens of ease of access to their data, ability to easily share data with parties of choice, privacy, and ability to control consent. This is regardless of the technology underpinning data portability. For example, smart contract solutions may not be the best way to solve the problem and is not the easiest technological option to supporting portability. The potential of data sharing and analytics is only marginally explored in the energy sector. The aging of the workforce and the changes on the energy grid can be tackled with new digital technologies, therefore incentivizing data exchange, and, at the same time enhancing the awareness, acceptance, increase knowledge and uptake of digital technologies is of a great value. Cybersecurity is a critical horizontal topic for the energy sector. Cybersecurity protections, energy grid resiliency, reliability, evaluation of infrastructure projects of public interest, should have a high profile in the upcoming proposal. Additionally, from our industrial point of view, thoughtful considerations need to include intellectual property rights and management, administrative burden, technical capabilities, ethical aspects, and competitiveness, in addition to transparency of carbon footprint.

Response to Review of EU rules on fluorinated greenhouse gases

Siemens Energy welcomes the opportunity to give feedback on the review of the Fluorinated Greenhouse Gas Regulation (F-Gas Regulation, 517/2014) regarding the phase out of SF6 in high-voltage (HV) applications. Siemens Energy fully supports the European Union’s ambition to become the world’s first carbon-neutral continent by 2050, the Paris Agreement and the UN Sustainable Development Goals. The European Commission’s Green Deal must be a deal for carbon-neutrality, but also a deal for more competitiveness and investments in environmentally friendly and safe technologies.
