Response to Amendment of LOC&PAS and WAG Technical Specifications for rail Interoperability and of register of rail infrastructure

The draft of "Rail infrastructure amendment of technical specifications for interoperability of rolling stock" is well structured and aims at a good cause: the possibility to transport military personnel by rail which reflects the current security situation. However, it would seem that many of the requirements are too strict and thereby might not fulfil the needs for rapid transportation of military troops in the event of an escalating security level. As Sweden is a country with substantial internal differences in terms of climate, it could also be argued that the requirement of operating temperature (-25 ˚C) will rule out transportation in a large part of Sweden during the winter period. This restriction could possibly also apply to both Norway and Finland.
