The purpose of the amendment is to create the possibility to authorize military escort vehicles, which are specific passenger coaches integrated in military freight trains. Those coaches differ from normal passenger coaches that are integrated in passenger trains. Those military escort coaches were not included in the latest revision, simply for the reason that the consideration had not been necessary in former peaceful times. With the war in Ukraine it now became imminent to order new military trains (WWII equipment not available anymore).
