Response to Professional qualifications recognition of nurses, pharmacists and dental practitioners - training requirements update

The Union of Health and Social Care Professionals (Tehy) is the largest trade union for health and social care professionals in Finland. Tehy represent qualified health care professionals, social workers and students of these professions in both the private and the public sectors. Tehys biggest professional member groups are registered nurses, practical nurses and public health nurses. Finnish Nurses Association (FNA) is a professional association and community for all Finnish registered nurses and nurse students. FNA supports nurses knowhow and well-being on and off duty. FNA is also a social actor, bringing nurses voice in social debate and decision-making. It operates independently as well as serves as Tehy's largest affiliated organization. As a member of the European Federation of Nurses Associations (EFN) and the Nordic Nurses Federation (NNF), FNA aligns also with the positions and statements put forth by these organizations in this context. Tehy, along with The Finnish Nurses Association (FNA), recognizes the importance of ensuring the availability of highly qualified nurses across Europe. The EU Directive 2005/36/EC on Mutual Recognition of Professional Qualifications (amended by Directive 2013/55/EU) holds significant relevance for any future policy development concerning the EU health workforce. For nurses part, the release of the updated Annex V point 5.2.1 and paragraph 6 in Article 31 through a Delegated Act is warmly welcomed. We agree with the feedback provided by both the European Federation of Nurses Associations (EFN) and the Nordic Nurses Federation (NNF) in this hearing, emphasizing the proposed advancements in the scientific and technical aspects of education and training programs within EU Member States and EFTA States. These advancements play a crucial role in modernizing the existing minimum training requirements outlined in Directive 2005/36/EC (amended by Directive 2013/55/EU). Tehy and FNA fully support the reinforcement of citizen/patient empowerment, the adoption of person-centred care theories, the strengthening of evidence-based practice, a focus on quality and safety, the promotion of digital skills for enhanced continuity of care (e-Health), the encouragement of multi-disciplinarity/mentorship, and the integration of technical innovations into healthcare and nursing methods as essential updates in the Annex V and Article 31 in Directive 2005/36/EC (amended by Directive 2013/55/EU). We emphasize the new concept introduced in Annex V, "evidence-based nursing practice and research," as it lays a solid foundation for advancing nursing practice and ensuring high-quality, consistent, and safe care for citizens. In addition, we emphasize the importance of ensuring client/patient safety in any nursing environment or activities to guarantee the quality of care. We would appreciate if this concept of client or patient safety is included in wording in the directive. Society is evolving rapidly, demanding that the workforce adapt to unforeseen challenges. The COVID-19 pandemic, for instance, served as an unexpected lesson. Concurrently, there is a critical shortage of nurses across Europe. The demand for nursing competencies is expected to rise continually. Directive 2005/36/EC on Mutual Recognition of Professional Qualifications (amended by Directive 2013/55/EU) establishes minimum standards for nurses' education, qualifications, and competencies. It is of utmost importance that each member state uniformly interprets and integrates these requirements into nursing curricula. Students theoretical and clinical competences should be tested before graduated. This serves as the fundamental basis to ensure a skilled nursing workforce and to maintain high-quality, safe nursing care within the EU, also providing safety assurance for nurse mobility.
