Too Good To Go welcomes the opportunity to contribute to the European Commissions ambition to simplify and streamline the EUs digital framework under the Digital Omnibus. As a platform that operates fully digitally, Too Good To Go relies heavily on a coherent and predictable EU digital regulatory framework. We therefore strongly support the European Commissions objective of simplification and reduction of unnecessary compliance burdens, while introducing a more risk-based approach and safeguarding fundamental rights at the same time. We look forward to opportunities for further close collaboration with the European Commission and other stakeholders to share practical insights from the perspective of a scaling European tech company, in order to support the implementation of digital simplification measures, based in our more detailed recommendations attached.

Response to Food waste reduction targets

Too Good To Go welcomes the opportunity to provide comments to the European Commission’s Inception Impact Assessment concerning the setting of legally binding targets to reduce food waste. Current food loss and waste levels in the EU are responsible for unacceptable resource inefficiencies and are a major contributor to unsustainable food systems. Reducing food loss and waste levels, party by establishing legally binding reduction targets, will help to tackle the environmental, social and economic challenges posed by food loss and waste. The EU and Member States are already committed to meeting UN Sustainable Development Goals 12.3 to reduce food waste by 50% by 2030. To be consistent with fulfilling this commitment, the European Commission should create a legislative framework to ensure Members States meet this target. Achieving a 50% reduction in FLW by 2030 will also help the EU meet its commitments under the European Climate Law, the Global Methane Pledge, the Circular Economy Package, and European Green Deal Regarding the scope of the policy scenario, Too Good To Go therefore strongly recommends pursuing Option S1, that would seek to establish a target covering the whole supply chain from farm-level production to the final consumer. As outlined in the recommendations for action developed by the EU Platform on Food Losses and Waste, measures to reduce food waste should be taken at all stages of the food supply chain. In addition, unacceptable levels of food waste occur at all stages of the food chain, therefore a target covering only consumer and retail food waste may lead to food waste being shifted from one level to another. Finally, there is a real need to improve data availability on food loss and waste at the primary production level, as a recent report by WWF and Tesco highlighted that food waste levels at primary production level are much higher than previously assumed. We therefore encourage the European Commission to include in the targets all food waste from the primary production, including unharvested food waste. A broad scope of the target will ensure a more positive impact on the environmental and climate consequences of food waste, for instance in terms of reducing greenhouse gas emissions and reducing the pressure on natural resources, land use and biodiversity. Regarding the expression (E) and the actual target (T), Too Good To Goo calls for an overall EU-wide 50% food loss and waste reduction target by 2030 (T3), as well as for each individual member state to have a legally binding target to reduce their food waste by 50% by 2030. Lower targets proposed in options 1 and 2 of step 2 are inconsistent with the EU meeting its international obligations to SDG 12.3, and therefore should not be considered for the legislative proposal. Finally, the Commission should consider the adoption of a penalty mechanism for Member States that would not reach their food waste reduction target. Most importantly, the targets should be legally binding at both EU and Member State level, since evidence shows that voluntary commitments have only brought limited progress towards SDG 12.3. Collectively, targets should result in the fact that EU food waste is reduced by 50% by 2030 Establishing legally binding food waste reduction targets is an important step in the fight against food waste. However, we believe that the European Commission should use the proposed revision of Directive 2008/98/EC on waste as an opportunity to encourage Member States to adopt national legislation to facilitate the redistribution of food, based on the experience gained in other Member States. These experiences have been highlighted in the past by the European Court of Auditors and by national Courts of Auditors, and include, inter alia, fiscal incentives to encourage cooperation between food surplus businesses and food charities, mandatory food loss and waste public reporting, and the inclusion of food waste in school education programmes.

Too Good To Go welcomes the opportunity to comment on the Inception Impact Assessment concerning a revision of Regulation (EU) No 1169/2011 on the provision of food information to consumers. We strongly support the Commission’s ambition to revise EU rules on date marking, with the long-term objective of reducing the food waste linked to their inadequate use and insufficient understanding. The current COVID-19 pandemic has only increased the need to urgently integrate food waste prevention and reduction policies into the broader aim of working towards a more sustainable European food system. Response to Farm to Fork Strategy

Too Good To Go is a social-impact company that fights the environmental, economic and social challenges of food waste. So far, we have saved over 32 millions meals from going to waste in 14 European countries, working with over 39.000 businesses. Our mission is to empower and inspire everyone to take action against food waste. - We EMPOWER: Through our app, we have established a marketplace that connects stores who have surplus food (restaurants, bakeries, supermarkets…) with customers who want to rescue that food, thereby allowing everyone to do their bit to reduce food waste. Our target is to save 1 billion meals by 2024. - We INSPIRE: Through dedicated campaigns, initiatives, conversations and partnerships with households, politicians, schools and businesses we seek to achieve a paradigm shift when it comes to food (waste). Our aim is to achieve a fundamental rethink of how food is produced and consumed. Our target is to inspire 250 million people by 2024. Too Good To Go strongly supports the European Commission’s ambition to achieve sustainable production and consumption in the food chain, from farm to fork. Across the whole food chain, food waste is responsible for 8 to 10% of global greenhouse gas emissions. If food waste were a country, it would be the third largest emitter of greenhouse gasses, after China and the US. As targeted measures to achieve drastic reduction in food waste are both essential and urgently needed in order to contribute to the objective of a climate-neutral Europe by 2050, we welcome the opportunity of providing thoughts on this important issue in the context of the Farm To Fork Strategy.
