Response to Interim evaluation of the Connecting Europe Facility 2021-2027

Vantage Towers is fully committed to the CEF programme,recognizing that 5G cross-border connectivity is instrumental in supporting an interconnected, interoperable and sovereign digital single market, laying the foundation for future 5G and 6G developments. As a TowerCo, Vantage Towers plays a key role in infrastructure deployment and thanks the European Commission for the opportunity to provide some feedback. As a CEF 5Gcorridor project holder, our feedback focuses on the CEF Digital programme but may also be relevant to all 3 programmes. Synergies: We encourage better synergies between CEF sectors. Projects for Energy, Transport, Digital are often handled separately. Aligning them would create economies of scale and accelerate deployment, for example by deploying transport solutions for corridors alongside connectivity projects. CEF Digital: The focus should be on 5G Stand Alone to make sure the programme is future-proof and public funding well employed. We support the top objectives of ensuring access to safe, secure, high-capacity networks, boosting backbone resilience to support a true digital single market and we would also prioritise seamless cross-border connectivity and easing infrastructure sharing both at passive and active layer. Effectiveness: We encourage the EC to evaluate the effectiveness of the CEF programme by considering additional KPIs.For 5G corridors calls, we suggest measuring kilometres deployed and evaluating whether stakeholders like road and railway operators are involved as beneficiaries in 5G corridors, and whether this involvement is increasing or decreasing is crucial. Efficiency: We believe that reporting obligations should be reviewed,as the administrative tasks for CEF projects are burdensome. Streamlining the process, reducing documentation and shortening the lead time between project submission and grant agreement would be beneficial. We recommend assessing the programme's attractiveness for private beneficiaries, the financial sustainability of the projects and of the cooperation models on the mid-long term. Understanding the impact of funding rates and whether increasing them could boost participation is important. Considering the specific funding needs of certain stakeholders, universities/academic institutions which should be eligible for 100% funding would ensure their support for CEF projects. We also suggest evaluating if expanding eligible cost items, particularly to operational expenditures, could enhance participation and project success. Finally, assessing the Member States (MS) involvement would contribute to evaluating the programmes efficiency. They should act as facilitators for CEF projects and provide a platform for involvement and engagement of potential beneficiaries, especially public administrations (road/rail authorities). MS support with blended programmes and additional funds to complement the CEF funding, both at national and local level is also a game changer for private sectors participation and we would strongly encourage the EC to evaluate the involvement of MS as supporting entities. Relevance: The impact on end-users is a key measure of project relevance.We recommend incorporating a qualitative assessment of how deployments ultimately benefit them. Coherence: Coherent projects should guarantee a sustainable long-term business case that supports project extension over the corridor. EU added value: For CEF digital, it is in seamless cross-border connectivity which should remain a key focus. Consultation strategy:As a project holder, Vantage Towers looks forward to contributing to the upcoming public consultation.We recommend organising joint sessions with key stakeholders from all sectors to discuss challenges, improvements and ways to increase participation. Target audience: We strongly recommend including TowerCos in CEF Digital consultations and targeting stakeholders who opted out despite meeting criteria to gather insights for improving the programme

Response to Revision of the Broadband Guidelines

Vantage Towers would like to thank the European Commission for the opportunity to provide feedback to the Roadmap on the Revision of the Broadband Guidelines. We welcome the Commission’s revision, which – for the first time – plans to give general guidance on the support for the deployment of mobile network infrastructure. This revision could not come at a better time as mobile connectivity is playing an ever-increasing role as the backbone of Europe’s digital society. Vantage Towers is a leading tower company (TowerCo) in Europe with around 82,000 macro sites, connecting people, businesses and devices in cities and rural areas. Our portfolio includes towers, masts, rooftop sites, distributed antenna systems (DAS) and small cells. By building, operating, and leasing this passive infrastructure to mobile network operators (MNOs), Vantage Towers is making a significant contribution to better connectivity and the sustainable digital transformation of Europe. We support the Commission’s Gigabit Society and Digital Decade objectives, and we are aligned with key initiatives that plan to boost connectivity across the EU – including in rural and remote areas – such as the Recovery and Resilience Facility (RRF) and the Long-term Vision for Rural Areas 2040. As such, our contribution aims to highlight what is required to facilitate the successful roll-out of mobile networks in areas not served by the market and, ultimately, achieve the European Commission’s 2030 target: all populated areas covered by 5G.
