Workday demands streamlined EU digital rules to cut business costs

13 Oct 2025
Message — Workday calls for a single, unified reporting regime for cybersecurity incidents to replace overlapping laws. They propose that high-risk AI rules only take effect twelve months after technical standards are released. They also suggest excluding cloud providers from new cyber rules if they already meet existing standards.123
Why — This would reduce the significant administrative and financial burdens of duplicate regulatory compliance.4
Impact — Public security agencies lose early awareness of software flaws if reporting is delayed.5

Response to Requirements for Artificial Intelligence

3 Aug 2021

Workday’s response to the European Commission’s proposal for regulation on artificial intelligence (the AI Act) draws on our contributions to the Commission’s preparatory consultations as well as earlier work developing Ethics Guidelines for Trustworthy AI. We highlight important areas of alignment between the Act and Workday’s January 2021 white paper in which we proposed a horizontal approach to regulation, self-assessment, life-cycle analysis, transparency and provision of necessary information to deployers and end-users, as well as consideration of the ethical implications and impact of the technology on users. Notwithstanding significant areas of alignment, we take issue with certain aspects of the Act and make recommendations for improvement. Most importantly, we call into question the product-safety framing of the Act, noting that AI is not a product, it is a tool or method that can manifest in products, software, or services. We suggest that the Commission should consider adopting a framework more closely tied to ethical and trustworthy AI rather than product safety, at least for standalone software systems.

Response to Legislative framework for the governance of common European data spaces

29 Jan 2021

Workday appreciates the opportunity to provide feedback on the European Commission proposal for a Data Governance Act (“DGA”). Workday is a leading provider of enterprise cloud applications for finance and human resources, helping customers adapt and thrive in a changing world. Workday applications for financial management, human resources, planning, spend management, and analytics have been adopted by thousands of organizations around the world and across industries—from medium-sized businesses to more than 60 percent of the Fortune 50. Headquartered in Pleasanton, California, Workday has more than 12,300 employees worldwide and 21 offices across Europe. Workday’s European-based customers include Airbus, BlablaCar, ING, Primark, Siemens, Sanofi, Santander, and ThyssenKrupp. Workday supports the growth of a vibrant European data economy and therefore welcomes the stated objective of the Commission proposal for a DGA to “increase trust in data sharing, strengthen mechanisms that increase data availability and overcome technical obstacles to reusing data.” As data- driven innovation transforms nearly all aspects of our economy, powering new technologies like AI and ML, it will be critical to ensure trust and fundamental rights are protected. In our May 2020 submission on the Commission strategy for data, we outlined our early feedback on the Commission’s work in this important area, and we are pleased to offer the attached comments for the present consultation. If you have any questions or if we can provide further information, please do not hesitate to contact Jens-Henrik Jeppesen, Director of Public Policy, EMEA at jens.jeppesen@workday.com.
