The initiative will seek to establish a common legal framework for the transfer of criminal proceedings between the Member States. The measures should aim at increasing efficiency in criminal proceedings and improve the proper administration of justice, by establishing common rules regulating the conditions under which criminal proceedings initiated in one Member State may be transferred to another Member State.
