Response to Communication on the Global Approach to Research, Innovation, Education and Youth

Aalto University welcomes the European Commission’s plan to update its strategy for international cooperation on research, innovation and education between Europe and the rest of the world. International cooperation is vital for Europe. It is important to generate innovative solutions to tackle grand global challenges. Global problems require global solutions via international collaboration as challenges like climate change know no national borders. A single country cannot solve them alone, nor can Europe. Therefore, we very much appreciate that global problems are at the focus of European-level consideration. The EU needs to strengthen the leading role of European research, education and innovation but it can only be done by strengthening its partnerships and dialogues with global partners. It is also important for Europe to collaborate with the best not only within Europe but also globally to secure its strategic priorities such as the green and digital transition, cooperation in global health and being at the forefront of innovation. To create the next wave of research and innovations Europe must build on its creative and cultural strengths and assets in a multidisciplinary and multi-stakeholder approach, including novel methodologies. These concepts and approaches are essential in increasing high societal impact. Eu-rope can strengthen its innovative capacity through research, art and education. The EU needs to support open collaboration between academic institutions and academics from all over the world as well as secure adequate research funding based on quality and global excellence. Research is international by nature. It is important that at the European level we have instruments and programmes that advance both European and global collaboration. We must be able to bring the best experts together to work on global problems. EU should focus on building on existing structures. The European Research and Education Areas offer great opportunities for collaboration and coordination among EU member states, and with international partners. Therefore, ERA and EEA are much welcomed initiatives to build on future collaboration. We should also make sure that we build our global collaboration on them to avoid unnecessary bureaucracy and overlapping structures. Aalto also welcomes the plan to refocus the Europe’s strategy in the light of geopolitical changes. However, in a fast-paced ever-changing world the new EU global approach should be flexible and allow choices to be proactively and continuously re-evaluated and able to respond to geopolitical changes as well as changing interest for engagement. The EU’s international collaboration should be based on common academic and societal values and respect the UN’s Sustainable Development Goals. It is important to find ways to implement the principles of open science, open education and open innovation in EU’s international collabo-ration.

Response to Update of the 2012 Bioeconomy Strategy

Aalto University’s comments regarding the update of 2012 EU Bioeconomy Strategy Aalto University agrees to the need to update the 2012 EU Bioeconomy Strategy. We support the sustainable use of raw materials as well as development of nature’s ecosystem in a balanced way, especially emphasizing the circular economy in our society. Therefore, we suggest that the forest based materials and other raw materials, i.e. process side streams or waste based sources, would also be clearly included in the focus areas of the updated Bioeconomy strategy. In the strategy update, we are happy to note that there is strong support to the education and training, as well as the input to transferring the research innovations to the market. However, we especially would like to strengthen the importance of the strategic research. There is still clear need for the fundamental research (TRL 1-3) and applied research (TRL 4-5), in development of the future new materials, processes and services, as the fast environmental, economic and societal development of the world creates new demands for them. Furthermore, there are still unknown structures, performances and even phenomena related to materials, their production and use – especially, concerning the secondary raw materials whose role is constantly increasing in our life. To keep European biobased sector competitive, research based knowledge regarding materials, processes, possibilities of different ways of use, durability, life cycle balances and other factors are crucial. Aalto University welcomes the opportunity to provide feedback to the roadmap. We support the use of sustainable materials and the development of nature’s ecosystems in a balanced way.
