Response to Triannual evaluation of the six Executive Agencies

Thank you for the opportunity to get involved in the evaluation of EU executive agencies. Our feedback concerns especially the executive agencies REA, CINEA and EASME. In general cooperation with POs works quite well, tough this might be quite dependent on the specific PO. Mostly they react fast to technical requests and support, in general there is a good cooperation. Usually, they are as well supportive for what concerns outreach and impact by informing the projects about related events. On the other hand, we reflect some concerns in the interaction with agencies and see room for improvements. In the case of very complex scientific topics, project evaluations sometimes give the impression that the respective evaluator has a one-sided view that is too subject-specific and that a more holistic view (in order to grasp the entire complexity of the project) would sometimes be welcome. It would be a suggestion here that additional persons should be involved in the evaluation. Therefore, feedback on project results should be strengthen during project execution and increase involvement of DGs. There are differences in skills and availability of the support provided by agencies rending project implementation, even for experienced coordinators, a difficult and daunting task. Maybe this occurs because of the large fluctuation of program officers within the project duration which makes continuity during the project difficult. Expectations in terms of synergies with other projects or programmes: planning such activities during project implementation may conflict with original agreements on budget allocation and confidentiality. A more active role of the Agencies in promoting synergies would be of great benefit and defining the scope of such synergies in the calls would also help. Requests of disclosure of (confidential) project documents to the EC by externals: The EC is obliged to provide all documents in response to such requests, but there is no clear procedure for dealing with confidential deliverables. The consistent administrative burden of disclosing parts of numerous documents (or justifying why they should not be disclosed) is left entirely to the project. It would be advisable to have a more active role and clear procedures/guidelines in such processes or to define in the calls deliverables/information that need to be public, in order to be able to respond promptly to such requests. Finally, it would be a good idea if the automatic notifications would immediately state what the request of the project officer or the respective EU agency is about. This would lead to a clear communication and avoid additional entries in the F&TO portal without knowing whether the person is affected. Kind regards, AIT
