CEZ Seeks Decades-Long Taxonomy Extension for Nuclear and Gas

5 Dec 2025
Message — CEZ Group demands maintaining greenhouse gas thresholds and extending transition deadlines for nuclear and gas by decades. They request including electric boilers as eligible and simplifying environmental assessment processes.123
Why — These changes would protect current infrastructure investments and ensure continued access to sustainable financing.4
Impact — Environmental organizations lose as fossil gas remains classified as sustainable for an extended period.56

CEZ Urges Unified EU Licensing for Small Modular Reactors

2 Dec 2025
Message — CEZ calls for a harmonized regulatory framework to streamline small modular reactor licensing. They propose using ENSREG to consolidate efforts and leverage safety findings from countries of origin.123

Czech energy giant CEZ urges simpler net-zero procurement rules

28 Sept 2025
Message — CEZ recommends simple, flexible requirements based on existing international standards instead of new criteria. They suggest focusing on general functional goals to reduce administrative hurdles.123
Why — Streamlining these rules would reduce administrative costs and prevent price hikes for their projects.4
Impact — Complex rules could exclude many suppliers, leading to higher prices and less competition.5

ČEZ Group urges more flexibility and extended gas/nuclear timelines

12 Sept 2025
Message — ČEZ requests more flexibility by removing sub-targets for renewables and energy efficiency after 2030. They propose postponing transition dates for natural gas and nuclear power under sustainability rules. They also seek stable carbon prices and increased European public funding for infrastructure.123
Why — This would lower investment pressure by allowing gas and nuclear to remain sustainable longer.4
Impact — Environmental groups lose because delaying gas phase-outs risks meeting long-term climate neutrality goals.5

CEZ Warns REMIT Data Rules Threaten EU Energy Security

12 Sept 2025
Message — CEZ opposes the new reporting rules, claiming they exceed the legal scope of European regulations. They request an 18-month delay after regulators publish the final technical reporting instructions.12
Why — Narrower reporting requirements would protect sensitive data and reduce the industry's heavy operational burden.34
Impact — EU consumers may face higher prices if complex rules discourage market supply and competition.5

CEZ Urges EU to Avoid Direct Energy Price Regulation

8 Sept 2025
Message — CEZ insists the initiative must not lead to direct regulation of energy supply prices. They request sticking to existing smart meter schedules and narrow definitions for vulnerable customers.123
Why — This approach avoids additional costs and prevents limitations on their other network investment activities.45
Impact — Struggling households not meeting strict medical criteria lose access to broader energy price protections.6

CEZ warns CBAM expansion could slow energy transition

26 Aug 2025
Message — CEZ recommends verifying EU production capacity before extending CBAM to downstream goods. Including specific codes like nuclear reactors could hinder the transition to low-carbon technologies.12
Why — This would prevent increased costs for essential equipment lacking sufficient domestic production capacity.3
Impact — Energy consumers would face higher prices if power plant equipment becomes more expensive.4

CEZ Group Urges Inclusion of Carbon Removals in EU ETS

7 Jul 2025
Message — CEZ recommends including permanent carbon sequestration in the EU ETS to address falling allowance caps. They also suggest adjusting market stability reserve thresholds to meet changing industrial hedging needs.123
Why — These changes would provide price stability and prevent a future shortage of allowances.45

CEZ warns EU rules could disrupt central electricity switching

16 Jun 2025
Message — CEZ requests the inclusion of the term delegated operator to ensure centralized market systems can remain in place. They argue for using established definitions to reflect local variations in energy market responsibilities.12
Why — This allows the company to avoid the costs of adapting to a decentralized switching system.3
Impact — National regulators face higher costs from breaking up efficient, long-standing central registration systems.4

CEZ urges Modernisation Fund extension and nuclear technology support

12 May 2025
Message — The organization requests extending the Modernisation Fund's support for coal-reliant countries beyond 2030. They also propose including financing for small modular reactors in the post-2030 framework.12
Why — This would provide CEZ with crucial funding for expensive energy transition and nuclear projects.34

CEZ Group seeks longer deadlines for gas and nuclear power

26 Mar 2025
Message — CEZ Group requests extending deadlines for nuclear and natural gas activities to reflect coal phase-out realities. They also support introducing a 10% financial materiality threshold to significantly reduce reporting costs.123
Why — These extensions ensure the company maintains access to transition financing for its energy projects.4
Impact — Climate groups lose as extended gas deadlines delay the full shift to green hydrogen.5

CEZ calls for energy utility exemptions from procurement rules

4 Mar 2025
Message — Energy companies should be exempted from following public procurement rules. The sector should be excluded from directives covering electricity generation, wholesale, and distribution.12
Why — Exemptions would remove comparative disadvantages and accelerate construction of green energy infrastructure.34

Response to Targeted technical update of EU rules on measuring instruments

3 Mar 2025

A specific comment: For the successful implementation of the revised Directive Proposal into practice, the Directive should not introduce retroactivity to existing charging infrastructure. At the same time, the obligation for MID certification should be established from a certain date in the future for all "newly manufactured" charging station, not for charging stations that have not yet been sold. Justification: The reason for the requirement to avoid retroactivity is not only economic, but is primarily a question of feasibility. For some existing charging stations, the introduction of MID certification is not feasible. Of course, the economic aspect is also not negligible as an electricity meter with MID certification in Czechia costs approximately EUR 5200 for 2 inputs (i.e. 1 station with 2 cables). From the perspective of sustainability and ecology, it is advisable to sell all charging stations manufactured by a certain date, and only then impose the requirements resulting from the MID revision on all newly manufactured ones.

CEZ Group urges EU to simplify nuclear hydrogen rules

25 Oct 2024
Message — The organization requests that nuclear power sourcing via purchase agreements or direct connection be permitted immediately. They propose a ten-year transitional phase for rules on new capacity to facilitate building new nuclear sources.12
Why — This would provide regulatory stability for investors while protecting Czech industrial competitiveness.34
Impact — Environmental groups lose because additionality exemptions might increase power grid emission intensity.5

CEZ calls for flexible carbon tax rules and UK exemption

11 Jul 2023
Message — CEZ requests an extension for market integration with neighboring non-EU countries. They also propose exempting the United Kingdom and simplifying verification through grid operators.123
Why — This would reduce compliance costs and prevent double taxation for electricity importers.45

CEZ Group Urges Lower 2040 Target and Nuclear Support

19 Jun 2023
Message — CEZ recommends setting a slightly lower 2040 emission target of 70-75% to maintain industrial competitiveness. They demand nuclear energy be placed on an equal footing with renewables in EU policies.12
Why — This would lower compliance costs and increase state aid for nuclear projects.3
Impact — Climate advocates lose as a lower target slows the pace of emissions reductions.4

CEZ Group Urges Taxonomy Flexibility for Mining and Industrial Equipment

3 May 2023
Message — CEZ Group proposes including remediation of existing mining sites in line with authorized plans. They also request clarification on whether industrial equipment must meet consumer-focused standards. Finally, they argue that current repair criteria are not replicable for professional energy equipment.123
Why — This would reduce administrative costs and prevent their industrial equipment from being labeled unsustainable.4
Impact — Environmental advocates lose out if the threshold for sustainable products is weakened.5
