Response to Space Strategy for security and defence

CGI is a leading integrated contributor to the full range of European space projects of European institutions and European governments. CGI helped build and continues to service major projects within the European space sector. CGI is also a leading IT services and software provider for the European defence sector, with a long experience in electronic warfare, C4ISR, acquisitions and training, as well as cybersecurity, secure hosting, cloud computing and systems integration. Through our experience and constant work with mission-critical space and defence systems, we see on a daily-basis how they are intertwined. The security and defence dimension is critical for European space, and the space dimension of European defence and security is critical for Europes sovereignty. CGI has for more than 40 years contributed to European Space programs like Galileo, EGNOS, Copernicus and GOVSATCOM and is proud of participating in the security and defence of Europe in space. CGI welcomes the European Commission push for a European space strategy for security and defence and looks forward to the opportunity of contributing to the resilience of European space assets. Space infrastructure is playing already an important role on protecting the resilience of the European Union in an increasingly challenging security landscape, with emerging threats from defence, cybersecurity or climate change. CGI would like to use the opportunity to highlight three points of critical importance in this respect, which should be addressed by the upcoming strategy: - Coordination with NATO and allied countries: Defence and security in Europe remains largely driven at Member States level and through NATO. It is essential that the EU space strategy for security and defence works in synergy with existing efforts and standards at these levels. Industrial actors in Europe are already very actively responding to the demands of allied institutions and forces and should be able to build on this expertise to respond to potential norms and standards developing at the European Union level. In this respect, Member States, which often have the highest security and safety standards in place should be leading contributor to defence and space initiatives at the European level. - Using the best expertise and technology available: Europe needs to be able to count on the best expertise and most advanced technological solutions for defence and security in space. This also means acknowledging the international and integrated dimension of the European space industry and ensuring that potential service suppliers from allied countries are able to compete on the basis of merit and the highest security and quality standards. - Investment in skills and competitiveness: In order to secure to ensure the security and resilience of its space infrastructure, Europe needs a competitive and skilled space and defence industrial ecosystem. The private sector, including CGI, has been actively investing in developing skills and expertise in Europe. These efforts need to be fostered and supported by European institutions if Europe wants to continue to have an edge in space and defence critical to be able to respond to current and future threats.

Response to EU Space-based secure connectivity

CGI welcomes the European Commission’s Proposal for a Regulation “establishing the Union Secure Connectivity Programme for the period 2023-2027”. CGI is a member of ASD Eurospace and Galileo Services, and a long-term trusted partner of the European Commission and the European Space Agency in several national and international aerospace and defence projects. CGI is well established within the European Union space ecosystem and wholeheartedly supports the strengthening of the European Union space sector. CGI has been contracted as part of a consortium, specifically as part of the UN:IO study, for our expertise in space and cybersecurity to assist the creation of this programme. CGI is also involved in several projects in the field of Pooling & Sharing to prepare the GOVSATCOM Programme. We welcome the opportunity to provide feedback for the proposal for a regulation based in the long experience of CGI working within the European space ecosystem and with the European institutions. Given the strong expertise in space and the technical work CGI will be conducting as part of the UN:IO consortium in the currently running study, and given the broad background of our activities in the relevant area of SatCom Pooling & Sharing, we would like to highlight some considerations and areas of improvement for the forthcoming regulation in the attached document.
