E-pharmacy group urges channel-neutral healthcare in digital review

Message — The EAEP calls for a channel-neutral infrastructure where online pharmacies have full access to electronic health records and identity wallets. They request updated definitions to include e-prescriptions and e-dispensing services within the programme's scope.12
Why — This would remove discriminatory national barriers, allowing e-pharmacies to operate more freely across the single market.34
Impact — Physical pharmacies in certain countries would lose their protected exclusive status as online competition increases.5

Response to Critical Medicines Act

As the organisation representing the voice of the online pharmacy sector in Europe, the European Association of E-Pharmacies (EAEP) is particularly concerned with the growing issue of medicine shortages in Europe. This phenomenon stems from manufacturing issues, supply chain disruptions, and market dynamics, putting increasing pressure on healthcare systems. While online pharmacies play a crucial role in bridging supply gaps, they are also impacted by these shortages, which are more and more pressing for the sector and for patients accessing healthcare digitally. In the attached position paper, the EAEP recommends collaborative efforts between policymakers, pharmaceutical companies, and healthcare providers to address crucial vulnerabilities that affect the supply chain. On top of this, breaking the barriers to cross border digital access to medicines could grant patients access to the medicines they need and prevent the further development of shortages of both common and crucial medicines across Europe. Key recommendations include: 1) The swift adoption of the revised EU Pharmaceutical Legislation, including measures aimed at fostering the availability, affordability and accessibility of medicines. 2) Timely reporting by manufacturers, to detect and prevent unexpected shortages. 3) Facilitating the cross-border sale of medicines, by ensuring the interoperability of e-prescriptions and promoting simplified regulations on imports and compounding regulations. 4) Fostering transparency, communication and cooperation among all actors involved in the supply chain in observing market trends, to promptly and effectively address shortages. The EAEP emphasises the need for a strategic, coordinated approach to improve the security of the medicine supply in Europe. The Critical Medicines Act represents a unique opportunity to rethink the supply chain in a way that includes innovative solutions to the issue of shortages in the pharmaceutical supply chain. European Association of E-Pharmacies urges harmonised digital health rules

Message — The group urges the EU to allow all citizens to buy prescription medicines online from authorized pharmacies. They call for the removal of national rules that block cross-border digital health services.12
Why — Standardized rules would enable these digital businesses to expand into nineteen currently closed markets.3
Impact — Local pharmacies may struggle as digital competitors enter markets with higher price transparency.4

Why — Access to health data allows online pharmacies to compete equally with established local providers.4
Impact — Restrictive national health systems and local pharmacies lose their exclusive control over medicine dispensing.5

Response to Evaluation and revision of the general pharmaceutical legislation

The European Association of E-Pharmacies (EAEP) would like to submit initial remarks on the evaluation and revision of the general pharmaceutical legislation. As outlined in the combined evaluation roadmap and Inception Impact Assessment, the revision of the general pharmaceutical legal framework aims to ensure access to affordable medicines in the EU. It aims to foster innovation including in areas of unmet medical needs and to enhance security of supply while adapting to new scientific and technological developments and reducing regulatory burden where possible. Drawing lessons from the COVID-19 pandemic, it will support a future-proof and crisis-resistant pharmaceuticals system. For more details please refer to the attached document.
