ESC Urges EU Action Plan to Combat Cardiovascular Disease

Message — The ESC calls for a far-reaching plan with a meaningful budget in the financial framework. They advocate for a European Heart Data Hub and specialized centers to leverage health data. They recommend EU-wide screening and a Council Recommendation on a cardiometabolic health check.123

Cardiology society demands clinical expert role in health data space

Message — The ESC calls for medical societies to help define technical data standards. They want to avoid extra paperwork for doctors and use existing heart disease registries. The group also requests financial support for non-profit organizations to manage data systems.123
Why — Using their existing registry standards would reduce their compliance costs and administrative burden.4
Impact — Public sector bodies would lose their exclusive legal priority for accessing electronic data.5

Response to European Electronic Health Record (EHR) Exchange Format

The European Society of Cardiology (ESC) welcomes the European Commission’s initiative aiming at the establishment of a format for a European Electronic Health Record (EHR) Exchange. The ESC strongly believes that cross-border interoperability and access to health records are a fundamental pre-requisite for quality patient care across the EU. Beyond the obvious benefits for individual patients’, the establishment of EHR Exchange also has immense potential to facilitate EU-wide healthcare planning through centralised data collection. Indeed, patient registries are fundamental to record management and outcomes of a disease, monitoring quality of care and are a fundamental resource for medical research (for instance towards the identification of unmet needs, the analysis of advanced analytics and the performance real-world effectiveness studies). In order for EHR exchange to be truly useful, an underlying governing premise is thus for data sets to be comprehensive and representative, encompassing the different variables required for clinical audit, service planning and epidemiological research. In addition, harmonised EU data standards and definitions of the variables must be in place to ensure comparability and transferability of data in respect of patient confidentiality and data protection. However, security and patient privacy are fundamental features for a cross-border electronic eHealth exchange system. Access to patients’ health records has to ensure that patient confidentiality and data protection rules are followed and well considered In conclusion, the European Society of Cardiology invites EU policymakers to ensure that standardisation of health data and registries are addressed as a matter of priority by the new legislation, and will be pleased to provide its expert advice for the construction of a truly effective and forward-looking system for cross-border healthcare.

Response to Establishing a legal limit for the industrial trans fats content in foods

The European Society of Cardiology welcomes the European Commission’s draft Regulation amending Annex III to Regulation (EC) No 1925/2006 aimed at restricting on the level of industrial trans fatty acids in food. The European Society of Cardiology believes that setting a maximum limit of trans fats of 2 grams per 100 grams in foods can greatly minimise associated risks and reduce the occurrence of heart disease - Europe’s number one killer. The European Society of Cardiology trusts that the introduction of a legislative limit can maximise impact of results and reduce effectively trans-fat intake in all population groups. Legislative limits for TFAs have already been implemented in some European Member States for many years now with successful results. (Denmark) Considering the significant health benefits that this measure can offer to the European population, the European Society of Cardiology regrets that the draft regulation proposes a transitional period until 1st April 2021.
