Danish trade union warns EU corporate law threatens collective bargaining

Message — The union strongly opposes including labor law in the 28th regime proposal. They argue it violates EU treaty competence rules and would let companies opt out of national labor rules and collective agreements. They call for partnership with social partners instead.123

3F - the United Federation of Workers in Denmark - is grateful for the opportunity to contribute to this important consultation on shaping a resilient and inclusive European labor market. At 3F, we are committed to advocating for fair labour practices, sustainable growth, and the well-being of workers across the European Union. The challenges facing the European labor market today, including wage disparities, gaps in social dialogue, skills mismatches, and occupational health and safety concerns, require a balanced and collaborative approach. We believe that by working together with social partners, Member States and European institutions, we can create a labour market that not only drives economic growth but also ensures social equity and quality jobs for all workers. In this consultation input, we outline our vision for a resilient labour market that emphasizes social dialogue, enforcement of labour standards, skills development, and occupational safety and health. Our recommendations aim to foster an environment where workers are treated fairly, working conditions are safe, and opportunities for growth and development are accessible to all. We look forward to a constructive dialogue and continued collaboration with all stakeholders to achieve these goals. Secure transition options and employee protection – a fair solution for all The European labour market is undergoing profound changes. Entire sectors are closing down, while new jobs are being created both domestically and abroad as a consequence of digitization, automation and globalization. As a result of this, the Danish and European workers must be prepared to adapt to new conditions in a changeable labour market. Therefore, social investment is crucial to ensure that nobody is left behind by improving the individual worker’s access to employment, adult education and vocational training and employee participation 3F finds that the EGF is an important tool to promote fair and sustainable employment in the Union by supporting workers made redundant and self-employed persons whose activity has ceased as a result of major structural changes in world trade patterns due to globalization, or as a result of the global financial and economic crisis. Improvement of career opportunities for workers affected by globalization in the event of relocation of workplaces, trade sanctions from third countries, Brexit etc. is essential for a fair internal market. Some wish EGF to also be a vehicle assisting relocation of jobs between Member States. 3F believes this leads to a downwards convergence that would go against the social policy of the EU. 3F therefore strongly supports the social investment purpose of the EGF of supporting workers made redundant and self-employed persons whose activity has ceased as a result of major structural changes in world trade patterns due to globalization and Brexit, or as a result of the global financial and economic crisis. Only a limited number of Danish workplaces employ 500+ workers. Therefore, we also support increasing the scope of the EGF by lowering the threshold to 250 employees so that the scope of the EGF is widened and more workers made redundant benefit from it.

Response to Update of the 2012 Bioeconomy Strategy

It is estimated that the bioeconomic sector in the EU has annual sales of approx. 2 billion euros and employs between 17 and 19 million people in agriculture, food, beverage and tobacco industry, producing over half of sales, and the agricultural sector accounts for over half of the jobs. This change has a gradual impact on jobs and skills as we know them, raising many questions for unions and employee representatives in the food and agriculture sectors. In this regard, our organization is committed to promoting high quality jobs based on safe food and sustainable agriculture. It is our understanding that the development of the bioeconomics requires new collaborative, cross-sectoral approaches in research and innovation to promote concrete improvements not only in the food supply chain but more broadly to Europe's social, economic and environmental well-being. In particular, we believe that discussions on bioeconomics should not only focus on improving efficiency and technical solutions but also take due account of broader aspects such as the overall sustainability of food systems. We also find it important that in the context of the renewal of bioeconomics, the strategy focuses on social aspects such as employment potential in rural areas, education and training needs and new qualifications for workers at all levels. In addition, attention should be paid to other occupational aspects that may arise in connection with new products and production methods using biomass.
