The Italian trade Associations for each food and drink sector are grouped together under Federalimentare, which represents almost 7,000 companies with more than 9 employees each, located throughout Italy. Response to Revision of EU rules on food contact materials

Federalimentare – Federazione Italiana dell’Industria alimentare alla quale aderiscono le 13 Associazioni nazionali di categoria dell’Industria degli alimenti e delle bevande - supporta il documento di FoodDrinkEurope (v. allegato) di risposta alla valutazione di impatto della Commissione Europea nell’ambito della Roadmap sulla revisione delle norme dell'UE relative alla sicurezza dei materiali a contatto con gli alimenti. Federalimentare condivide infatti pienamente i criteri e i principi ai quali, secondo FoodDrinkEurope, dovrà essere improntata la revisione della normativa UE sui MOCA: • adozione di regole europee armonizzate per tutti i materiali a contatto con gli alimenti, con l’applicazione di un approccio basato sul rischio; • prioritaria garanzia del massimo livello di protezione e opportunità di una guida chiara sull'applicazione della valutazione del rischio per tutte le sostanze in ogni fase della catena del valore, fermo restando che tale attività sulle sostanze e sui materiali di partenza rimane una precondizione e una responsabilità condivisa di ogni singolo partner della catena del valore dei FCM; • rapida revisione da parte della Commissione del Reg. (CE) 1935/2004 e apporto delle necessarie modifiche al regolamento sulla plastica riciclata a contatto con gli alimenti, in considerazione dell'importanza di una maggiore sostenibilità nell'impiego di materiali di imballaggio sicuri perseguita nell’ambito del Green Deal europeo e nella Strategia Farm to Fork; • revisione delle regole sui materiali a contatto con gli alimenti, che consenta le innovazioni necessarie affinché i FCM possano contribuire agli obiettivi di circolarità e conformarsi alle politiche in materia di green economy; • individuazione del maggiore potenziale nella proposta dell'opzione 1 della tabella di marcia, che prevede l’utilizzazione dell'attuale quadro normativo basato sul regolamento 1935/2004, con regole generali chiare, passando però da un una regolamentazione europea incentrata su misure verticali riferite a singoli materiali e sostanze, a un quadro che superi le attuali lacune, spesso compensate da misure nazionali dei singoli Stati membri suscettibili di frammentare il mercato interno; • cornice regolativa europea aggiornata e armonizzata, capace di garantire un funzionamento efficace del mercato UE e promuovere la sostenibilità e l'innovazione, che includa gli aspetti orizzontali delle sostanze a contatto con gli alimenti, degli articoli finiti e dei test di migrazione, nonché dei materiali riciclati destinati al contatto con gli alimenti, tutti sotto l'egida dell'attuale regolamento 1935/2004 e dei principi generali del regolamento sulle buone pratiche di fabbricazione (GMP).
