HAROPA PORT

Les ports du Havre, Rouen et Paris, réunis sous la bannière HAROPA depuis 2012, constituent depuis le 1er juin 2021 le « Grand Port Fluvio-Maritime de l’Axe Seine ». Cinquième ensemble portuaire nord-européen, HAROPA PORT est connecté à tous les continents grâce à une offre maritime internationale de premier plan (près de 700 ports touchés). Il dessert un vaste hinterland dont le cœur se situe sur la vallée de la Seine et la région parisienne qui forment le plus grand bassin de consommation français. Du Havre jusqu’à Rouen, l’ensemble portuaire affiche 2,7 millions de m2 d’entrepôts logistiques en service et plus d’1 de m2 d’entrepôts disponibles. HAROPA PORT constitue aujourd’hui en France un système de transport et de logistique en mesure de proposer une offre de service globale de bout en bout. Il génère un trafic maritime et fluvial annuel de plus de 130 millions de tonnes et ses activités représentent environ 160 000 emplois.

The Major River-Sea Port of the Seine Axis HAROPA PORT has united the ports of Le Havre, Rouen, and Paris under one public authority since 2021. As Frances largest port, it handles 102 million tonnes of annual maritime and inland traffic, generating 7.3 billion in economic value and supporting around 160,000 jobs. Response to EU Ports Strategy

HAROPA PORT the Major river-sea Port of the Seine axis, ports du Havre, Rouen et Paris acknowledges the importance of the initiative European Port Strategy (hereinafter the Strategy) entrusted by Commissioner Apostolos Tzitzikostas and by the European Commissions President U. von der Leyen. As first port of France, we believe that the forthcoming Strategy should put the competitiveness of European ports at its core especially in light of the shifting geopolitical and geoeconomic landscape. Attached, we present some of our priorities for the Strategy, fully in line with the contribution(s) of the European Sea Ports Organisation (ESPO), the European Federation of Inland Ports (EFIP) and the French Port Union (UPF).

Response to Revision of Combined Transport Directive

HAROPA PORT - the Major river-sea Port of the Seine axis, gathering the three ports of Le Havre, Rouen and Paris - appreciates the opportunity to submit its comments on the revision of the Combined Transport (CT) Directive. A) We generally welcome the initiative of reviewing the existing Directive. An update of the (currently obsolete) legal framework is strongly needed. B) We support the amendment of the definition of Combined Transport, which crucially modifies and modernise the scope of eligibility for Combined Transport operations. C) We call for further integration of river transport/inland waterways within the Directive's scope, through a real level-playing field among modes. To this extent, road should not be considered the only possible starting point of Combined Transport operations. D) We understand that linking Combined Transport operations to the use of the eFTI (electronic Freight Transport Information) may foster digitalisation across the logistics chain. However, it must be underlined that eFTI is at a very early-stage of implementation. The link between CT operations and eFTI will have to be followed closely. E) Better coherence should be ensured between the objectives of diverse pieces of legislation, whose impacts - at the current stage of the decision making-process - appear to be somewhat contradictory. It seems to be the case of the Combined Transport Directive vis-à-vis the Weight and Dimension Directive. F) We call for monitoring attentively the impacts of the EU-ETS's extension to the maritime sector on European ports' logistics chains, as well as on the Combined Transport Directive's goal to boost a more equal modal-share in the freight market. Finally, we encourage the EU Institutions to make an effort to ensure that the Combined Transport Directive becomes an effective instrument to foster intermodal mobility operations and greener freight transport solutions.

HAROPA PORT, the Major river-sea Port of the Seine axis merging the ports of Le Havre, Rouen and Paris welcomes the Commissions proposal for a Regulation setting out a common framework to calculate and communicate transport-related greenhouse gas emissions. As the biggest French port and major European logistics hub, HAROPA PORT fully endorses the implementation of the Sustainable and Smart Mobility strategy. We reiterate our commitment to play a decisive role towards the green transition, contributing to the reduction of transport and logistics emissions by 90% by 2050. It is worth-highlighting that HAROPA PORT is following the French Stratégie Nationale Bas-Carbone (SNBC) aligned with the EU Fit-for-55 package which already aims at broadening the scope of emissions accounted for in order to be able to measure the impact of a companys actions and policies. and strategy in terms of decarbonization, modal shift and ecological transition on its territory. Taking into consideration national legislation and ensuring cross-acceptance rules is of high relevance. As an example, at national level, the French Transport Code requires that all entities offering transport services on the market (freight and passenger, including all modes) calculate greenhouse gas emissions for each service departing from and/or ending in France, based on a specific methodology. We appreciate that the CountEmissionsEU Regulation is not setting new reporting obligations, and we stress that the implementation of a new EU-wide calculation methodology should then take into account the existing national legislations to avoid overlapping and confusion. We also strongly welcome that CountEmissionsEU Regulation contains a strong reference to the new ISO-14083 global standard which would also ensure that the competitiveness of the European industries vis-à-vis third competitors is better safeguarded. We support the well-to-wheel approach chosen by the Commission, yet it is not entirely clear what data sources CountEmissions EU would draw on. We encourage the European Commission to actively consult the sector before secondary legislation is enacted. HAROPA PORT supports the non-mandatory approach proposed by the Commission. Indeed, in terms of effectiveness and applicability, we consider voluntary measures better fit than mandatory provisions, especially considering that binding national legislation is already in place as it is the case in France. The key objective of the initiative should remain the establishment of a calculation methodology which is complementary to existing ones, and ensures reliable, coherent, and readable assessment of emissions in transport contributing to a modal shift to cleaner modes. Yet, the binding opt-in formulation used by the European Commission needs to be better understood. As a matter of fact, according to the Regulation, whenever emissions are expected to be disseminated in the European market, then the Regulations calculations should be used. The scope and the boundaries of such scenario should be better defined. HAROPA PORT reaffirms its readiness to work together with the European Commission in a successful implementation of the Sustainable and Smart Mobility strategy and the fulfilment of the Green Deals objectives.

HAROPA PORT souscrit pleinement la mise en œuvre de la stratégie de "Mobilité Durable et Intelligente" de la Commission Européenne. Nous réitérons notre engagement à jouer un rôle déterminant dans la transition verte, en contribuant à la réduction des émissions du transport et de la logistique de 90 % d'ici 2050. HAROPA PORT soutien l'objectif général de la Commission de rationaliser le calcul et la déclaration des émissions de gaz à effet de serre (GES) liées au transport de marchandises et de passagers. Nous considérons également que les entreprises, les clients et les passagers devraient pouvoir plus facilement contrôler et éventuellement comparer les émissions des différentes options de transport.
