HPE urges EU to prioritize Wi-Fi and indoor connectivity

11 Jul 2025
Message — HPE calls for a broader definition of connectivity including licence-exempt spectrum and indoor networks. They want the DNA to support private local networks while avoiding redundant regulatory burdens for AI.12
Why — This focus would benefit HPE’s market position in enterprise networking and private connectivity solutions.3
Impact — Mobile operators would lose access to specific spectrum bands sought for outdoor macro base stations.4

HPE advocates hybrid cloud for secure European AI sovereignty

1 Jul 2025
Message — HPE recommends hybrid cloud architecture as a critical part of Europe's sovereign compute strategy. They suggest making private cloud the default setting for highly sensitive public sector data.12
Why — HPE benefits by positioning its edge-to-cloud hardware as the necessary standard for critical workloads.3
Impact — Public cloud providers lose market access if governments mandate on-premise solutions for sensitive data.4

Response to Reporting scheme for data centres in Europe

11 Jan 2024

Dear sir/madam, Please find attached the feedback by The Green Grid (TGG). TGG works globally to create tools, provide technical expertise, and advocate for the optimization of energy and resource efficiency of Data Center ecosystems which enable a low carbon economy. TGG is an open industry consortium of data center operators, cloud providers, technology and equipment suppliers, facility architects, and end-users. TGG offers the technical expertise that the data center industry and governments turn to for insight and counsel regarding data center efficiency and sustainability. TGG is pleased to provide the European Commission a set of comments on the EU Commission Delegated Act Draft Regulations and Annexes released December 11, 2023. TGG appreciates the work that the Commission and its consultants have done in preparing the draft Delegated Act. The draft is helpful in clarifying the EU Energy Efficiency Directive (EED) information and key performance indicator reporting requirements, but it needs improvements to allow operators to better plan the steps they need to take to collect, aggregate and report the data. Kind regards, Pieter-Paul Laenen, on behalf of the TGG.

Response to European chips act package – Regulation

9 May 2022

Hewlett Packard Enterprise (HPE) welcomes the proposal for an EU Chips Act and thanks the Commission for the possibility to comment on it. As the largest vendor of servers in the world, HPE is in a key position to support the development – and export – of EU-manufactured technologies and products containing EU-produced components, including semiconductors. As the EU’s digital economy is dependent on a reliable supply of semiconductors, we believe the whole semiconductor value chain is of vital importance to advance both the digital and the green transitions. The impact of the ongoing chips shortage on the European industrial ecosystems has highlighted the urgency of taking action. The EU Chips Act offers a unique opportunity to ensure that Europe remains a hub for R&D and industrial innovation. It is vital that the EU Chips Act considers the needs of the European industry, and the interlinkage with the globally interconnected value chains. To be competitive in the semiconductor market, Europe must strengthen its international partnerships and a level playing field must be ensured for international like-minded partners operating in the EU internal market. Please find our position paper and further recommendations to policymakers in attachment.
