Response to New Agenda for Latin America and the Caribbean

Hispasat welcomes the Commission initiative on the joint communication on a new agenda for relations between the EU and Latin America and the Caribbean and appreciates the opportunity to present comments. Hispasat is a European satellite operator with satellites that have coverage over Latin America and the Caribbean. The company works with the objective of helping citizens to overcome the digital divide and to promote the sustainable development of society. It is the main communications bridge between Europe and America as a broadband and connectivity service provider through its companies in Spain and Latin America, where its Brazilian subsidiary Hispamar is located. In addition, it leads the broadcasting and distribution of audiovisual content in Spanish and Portuguese, including the transmission of Direct to Home (DTH) and High-Definition Television (HDTV) digital platforms. Hispasat is the main driver of innovation in the Spanish aerospace sector and is committed to sustainability throughout its value chain. As a relevant industry stakeholder that has strong business ties with the Latin American and Caribbean regions, Hispasat is aware of the importance of carrying out policies that promote connectivity in territories where it is insufficient or non-existent, most typically in rural and remote areas. The provision of broadband access is the only way to ensure that all countries achieve the digital transition, which is the basis of social and economic development and a means of inclusion for all citizens. Broadband access brings communities residing in rural and isolated areas closer to essential services based on connectivity, such as e-learning, e-health, administration and banking services, and is a fundamental pre-requisite for the development of business. As for economic development, it is well-known that a greater penetration of higher speed broadband leads to economic growth. For example, the ITU report "The economic contribution of broadband, digitalization and ICT regulation. Econometric modelling for the Americas" suggests that an increase of 10 per cent in fixed broadband penetration would yield an increase in 1.9 per cent in GDP per capita (https://bit.ly/3JV0Mfh). For the reasons stated above, Hispasat is of the opinion that the joint communication should contemplate the need of public policies on connectivity, as well as the promotion of projects aimed at developing broadband access in those areas of Latin America and the Caribbean where it is still not present or insufficiently deployed.

Response to Space Strategy for security and defence

Hispasat agrees with the European Commission on the strategic importance of space-based capabilities for the economy and society at large and welcomes the initiative to design a European Space and Defense Strategy. As a European satellite operator, Hispasat is well aware of the importance of the projects that are currently being carried out by the European Union and their relevance for the Union strategic autonomy in space. In this regard, it is essential for the European Union to be able to rely on its own strategic space assets. A good example of this is the IRIS2 initiative that, based on the GOVSATCOM of the Space Program, puts the focus on the provision of secure communications to both citizens and institutions, and should be a project at the center of the Union Space and Defense Strategy. Hispasat has engaged in this program since its preliminary studies and encourages the Commission to keep maintaining a close collaboration with the industry, which is essential in all the changeling endeavors relating to space. Hispasat also agrees that space is an increasingly congested environment and with a growing risk of collision due to the exponential number of space objects, both already launched and to be launched in the future. This makes Space Traffic Management (STM) a key aspect of Europes space strategy. The Commission has already taken some steps in this direction and Hispasat, as a relevant stakeholder in the industry, is willing to cooperate in the important task of building a worldwide leading STM framework in Europe.

Response to EU Space-based secure connectivity

Hispasat is a Spanish satellite communication operator, leader in content distribution in Spanish and Portuguese speaking countries. Its satellite fleet provides video and connectivity services, including broadband, mobility, backhaul and other added-value solutions for governments and companies in Europe, the Americas and North Africa. Hispasat has a significant participation in Hisdesat, the Spanish government satellite services operator acting in the areas of defence and security. Hispasat is fully committed to contribute to the future of the EU space sector, having actively followed the process since the consultation on synergies between civil, military and space sectors, and is aligned on the action identified on a need for a Europe space-based secure infrastructure. Hispasat also participates in the European Secure Space Connectivity Study. Given the current space race and the new initiatives of players in other regions, Europe needs to take urgent action to ensure its strategic sovereignty, provide secure connectivity in the EU and regions of interest, broadband access to all EU citizens, and meet the EU’s ambitions as a leader in space. In this sense, Hispasat endorses the objectives of this initiative, that will allow the EU to: • Be at the forefront of the global space race • Ensure the provision of secure and resilient services for EU missions under CSDP • Provide internet access to all EU households • Guarantee EU sovereignty in fields of geostrategic relevance • Encourage neighbourhood policies with regions as Latin America or Africa through the provision of broadband services to cut its digital divide • Establish an industrial cooperation scheme between MSs with industrial capabilities that favours EU innovation and its industrial development In doing so, it will be key to define a reasonable roadmap containing the next steps towards the entry into service. In order to ensure that services are provided in a short time frame, the use of current and planned assets from EU operators is deemed essential. The selection of the right policy option that will set the governance and service provision of this constellation will be key for its success. First and foremost, and unlike Copernicus for imaging and Galileo for positioning, the satellite communications market is mature in the EU, with satellite operators such as Hispasat heavily investing to provide services for decades. Therefore, this initiative should not result in a distortion of the existing commercial markets. Out of the alternatives proposed by the EC, Hispasat considers that a balance of public and private stakeholders, in the form of a PPP and the EC as anchor customer, is the best approach that will lead to the success of the system. • The financial participation of the EC and MSs will generate the economies of scale needed to unlock the possibility to deploy an innovative system and ensure the provision of governmental services under GOVSATCOM. • The engagement of EU private stakeholders, such as Hispasat, would ensure the operation and provision of services thanks to its extensive expertise, taking advantage of its existing infrastructure and services provided to ensure a fast initial deployment and a right transition to the new ecosystem created by the EU space-based infrastructure. This infrastructure needs to be based on multiple orbits, taking advantage of each in the respective use case. While some specific applications might need low latency through LEO, in other cases the cost-effectiveness, resilience and high reliability of GEO should prevail. Additionally, the EU constellation will incorporate different missions to meet the use cases defined. One of these missions is a Quantum Key Distribution (QKD) space infrastructure, as part of the overall EuroQCI initiative. Hispasat, leading a consortium with key users, telecom providers and system manufacturers, is proactively working with ESA on the definition of the first GEO QKD mission.
