Response to Space Strategy for security and defence

Eutelsat shares the Commission's analysis of the increasing importance of space-based capabilities for the European society and economy. Along with the recommendations of the Strategic Compass, Eutelsat considers that the conception, development, launch, operation and exploitation of space-based capabilities and services (encompassing Telecommunications, Observation and Navigation) is a strategic enabler for the European security and defence. This calls for strengthening the security and defence dimension of space, for which a coherent policy for the space sector is needed. Both public and private European actors must act to maintain the European leadership and autonomy with improved capabilities and operational superiority, which will also enable the European space actors to keep competing on the global markets. In this respect, Eutelsat welcomes the Commission's initiative for a EU Space Strategy for Security and Defence and would like to draw the Commission's attention to the points raised in the attached file, which could be addressed to improve the contribution of space to European security and defence on the one side, and enhance the overall security, robustness, availability, resilience, quality and sustainability of space assets and services for Europe on the other.

Eutelsat welcomes the issuance of the Inception Impact Assessments on the EU Space-based Global Secure Connectivity System (hereinafter the System) and is pleased to hereafter provide its views. We strongly believe that the future EU autonomous and secure infrastructure for connectivity will be an accelerator of the EU digital transformation and a booster for competitiveness. Our feedback focuses on 4 aspects. 1. Defining an appropriate level of strategic autonomy There is a consensus that EU strategic autonomy in space is desirable. However, how to effectively deliver it requires further refinement. While the concept of EU open strategic autonomy should be a key driver of the System, we consider it should be applied flexibly rather than as a fixed and permanently defined notion, i.e. some differentiation should apply when assessing technologies, assets, operations, services or investments. This requires weighing up the criticality of key elements with respect to the objective of autonomy and selecting the appropriate level that complies with the requirements of each and every usage (governmental or commercial). 2. Possible indicative policy options We consider there is a need for additional EU action beyond what is currently foreseen in the Space Regulation; therefore "Opt.0. Baseline" is to be excluded. Connectivity is a different type of service and belongs to a different market than NAV and EO, especially given the large role of the private sector of which Eutelsat is a leading representative. A proper functioning of this existing market and fair competition practices should be preserved. As a consequence, we do not support "Opt.1. EU owned infrastructure". All other options deserve further analysis to carefully weigh the pros and cons of each. They are not necessarily mutually exclusive, as different options can be adopted in different phases of the deployment and the exploitation of the System (e.g. with a gradient from Opt.3a to 3b if and when this makes sense). "Opt.3b PPP–Availability " is the closest model to the mission of Eutelsat since its creation in 1977: conceive, deploy and operate a telecom satellite system. "Opt.4 Minority stake in non-EU constellations " is worth considering if the EU would want to fast-track its access to the future of satcoms and enjoy the distinctive advantages that some of those constellations can offer, including being holders of priority ITU filings. Building upon existing or soon-to-be deployed constellations brings the positive impact that the immediate availability of services might have, as well as the opportunity to have an operational framework to test new and innovative technological developments. Openness of non-EU constellations to integrate EU-dedicated features in future deployments would be an important factor to consider. More generally, relying on non-EU satcom assets in which EU companies have industrial/capital interests and play a substantial role would help the EU to control the level of external dependency, and manage the associated risks. 3. Indicative planning There is a high risk that the EU lose the constellation race. Given this sense of urgency, the EU should not only focus on the long-term perspective, meant to lower dependencies and address technology gaps, but should also meet short-term objectives, to keep up with the rapid growth and evolution of user needs. The EU can count on the full support of its satcom private industry. In turn, the EU should also support industry’s efforts and its ability to act and compete in a global marketplace by providing a reasonable level of predictability of the initiative for the establishment of the System (calendar and budgets), as the industry would need to engage in this initiative large, valuable human and financial resources, and this for a long time. 4. Other matters The System being developed will have to pay close attention to the quality of the satellite filing for the radio frequencies the System will use.

EUTELSAT FEEDBACK ON THE ROADMAP OF THE EUROPEAN COMMISSION TO DEFINE AN EU POSITION FOR THE 2019 WORLD RADIOCOMMUNICATION CONFERENCE Eutelsat is satisfied with the general summary presented in the Roadmap, considering this document clearly refers to the RSPG final opinion on the ITU-R WRC 2019 as the main basis underpinning the future Commission Proposal. Indeed, the RSPG recalls several times along its final opinion (point 3, point 4.1 and point 4.9.3) its strong opposition to any consideration of the 27.5-29.5GHz band under Agenda item 1.13, in line with the European position when agreeing this Agenda item at WRC-15. This position is strongly supported by Eutelsat. 1. Nevertheless, Eutelsat would like to contribute to an improvement of the Roadmap itself in the part called “Problem the initiative aims to tackle”, in a goal to make the sentence better reflect the reality of the radio spectrum usage. Eutelsat would suggest to complete the second sentence of this part as follows: “It underpins not only television and radio distribution, mobile communications, and data connectivity including broadband, but also increasingly our transport systems and our smart communities and industries.” Radio spectrum has been increasingly used in the past ten years to provide data communications and broadband access to all kind of populations over the world, including to the ones in the most remote areas. According to Eutelsat, this service definitely needs to be mentioned here as it takes an increasing place amongst the spectrum user applications. 2. For the sake of clarity, Eutelsat would also suggest, in part B “What does the initiative aim to achieve”, to align the proposed text with the exact wording of the Agenda Item 1.13 of the Conference, and replace the beginning of the sentence : “The Commission proposal for a Decision will, once adopted by the Council, provide a clear steer on some of the main policy items that are subject to EU competence: - 5G bands (at 26 GHz and above); (…)” by: “The Commission proposal for a Decision will, once adopted by the Council, provide a clear steer on some of the main policy items that are subject to EU competence: - 5G bands in the frequency range between 24 GHz and 86 GHz (specifically the bands listed in the agenda item: 24.25-27.5 GHz, 31.8-33.4 GHz, 37-43.5 GHz, 45.5-50.2 GHz, 50.4-52.6 GHz, 66-76 GHz, 81-86 GHz); (…)”
