Solstice supports the European Unions ambition to accelerate the transition to circularity. Increasing refrigerant circularity is essential to meet the EUs decarbonisation goals. We encourage the European Commission to be ambitious by: 1) Explicitly including Hydrofluoroolefins (HFOs) within the scope of the WEEE Directive: As part of the WEEE revision, the Commission should establish a minimum quantity of refrigerants recovered and reclaimed from post-consumer refrigerant waste. 2) Introducing a digital logbook system to improve refrigerant traceability, support enforcement against illegal imports, and facilitate reuse and recovery of refrigerants 3) Promoting the circularity of HFOs used as blowing agents to ensure their recovery and conversion into new critical raw materials 4) Streamlining the EUs circularity framework to ensure coherence and consistency across the regulatory landscape: include recovery obligations mandated by the F-gas Regulation in the WEEE Directive and current proposal for End-of-Life Vehicles (ELV) Regulation.

Response to Targeted revision of the EU system of tobacco traceability

Honeywell is an international corporation primarily operating in the areas of aerospace, building technologies, performance materials and technologies, as well as safety and productivity solutions. Honeywell is supporting businesses involved in the production and trade of tobacco products by providing technical solutions and services. This includes two fields of activity affected by the European regulations establishing a track and trace (T&T) system for tobacco products: 1. Honeywell operates primary repositories for tobacco products of specific manufacturers and importers, as well as private repositories mirroring the data of the primary repositories. 2. Honeywell provides its Advanced Costumer Tracking (ACT) service for recording and transmitting data within the T&T system to various economic operators. Honeywell welcomes the opportunity to comment on the European Commissions targeted revision of the Implementing Regulation (EU) 2018/574. These comments are based on Honeywells practical, daily experiences with the tracking of tobacco products and, in particular, with the components and functions of repositories system. Response to Revision of the Energy Performance of Buildings Directive 2010/31/EU

Honeywell welcomes the Commission’s proposal on the revision of the Energy Performance of Buildings Directive (EPBD). As a software-industrial company with a strong and long-standing, 60-year European footprint, we blend physical products with software to provide sustainable and innovative solutions to climate change. We aim to make buildings smarter and more energy efficient through solutions like our building control systems - balancing energy, comfort, health and safety. Our technologies deliver actionable energy intelligence to multi-site organizations and help reduce energy costs and increase savings to about 10% to 20%. Leveraging more than 100 years of expertise, Honeywell has been actively engaged in the Commission’s consultation process and stands ready to support the institutions to improve and successfully adopt a Directive that: i) expands digitalisation requirements, ii) strengthens access to real-time data without discrimination, iii) raises the ambition of MEPS and iv) promotes efficient and renewable heating and cooling solutions.

As countries around the world strive to address global warming, the European Green Deal is calling for zero net emissions of greenhouse gases by 2050. And in the USA, states have enacted policies for reductions ranging from 10 percent by 2020 to 90 percent by the middle of the century . These greenhouse gases are not limited to carbon dioxide. Another significant contributor is methane, particularly in the energy, agricultural and waste management industries. Indeed, according to the Yale School for the Environment, methane traps 86 times as much heat as carbon dioxide over a 20-year period and accounts for a quarter of total atmospheric warming to date .

Honeywell would like to thank you for the opportunity to comment the proposed amendment to the EU regulation for SPI - ADS-B. There are around 830 Honeywell equipped aircraft in the EMEA region impacted by these exemptions. Owner/operators have still not upgraded around 240+ aircraft with required ADS-B equipment. If these operators wait till 2023 to upgrade their aircraft, Honeywell is potentially seeing a revenue impact of several tenth of millions of Euro around over next few years. Honeywell has invested millions in developing a viable and cost-effective solution to comply with the announced European mandate. These exemptions will negatively impact the ROI for such investment. Since 2017, Honeywell’s repair shops and strategic partners have altered their work schedule to accommodate aircraft that needed this ADS-B solution, in some cases lead times have been reduced to less than a week. We are planning to continue to offer this capability through 2020. Delaying the mandate would negatively impact Honeywell repair centers and our 22 partner installers, mostly SMEs, in Germany, France, Poland, etc. This upgrade can pose financial difficulties for the operators. Honeywell is aware of this and has provided numerous incentives on top of providing a low-cost upgrade solution. Roughly 600 (70%) of these planned exempted aircraft have already upgraded their avionics with Honeywell’s solution taking advantage of these incentives. By extending the mandate, you would negatively impact the perception of these operators to this and to future mandates, while reducing the safety and efficiency benefits of ADS-B deployment.
