Response to Real-Driving Emissions in the EURO 6 regulation on emissions from light passenger and commercial vehicles (RDE3)

The Hyundai Motor Company fully supports the introductions of RDE legislation. However, it is important that industry be given sufficient lead-time to be able to adapt to the proposed legislative changes. Such changes imply very significant adjustments to our R&D activities, as well as our planning and manufacturing processes. Our industry has already accelerated planning and made significant new investments in order to comply with two separate RDE Regulations (March/April 2016) and ensure our new models will be RDE compliant as of September 2017. Suppliers have now been assigned, contracts have been finalised & vehicle designs completed. Over the next 6 months, we must contend with two more RDE Regulations. It is regrettable that the European Commission has opted to introduce such complex regulation in multiple steps – changing the targets for manufacturers on each occasion. As a result of this approach, proper planning by manufacturers to prepare for this new legislation is an almost impossible task. RDE3 introduces two significant new measures that are set to apply from September 2017. The European Commission aims to secure an agreement on RDE3 during the TCMV regulatory committee meeting on 20/12. Assuming no delay during the EU Parliament scrutiny, the text might be published by April/May 2017. It is only then that manufacturers will know what they must do to be legally compliant with RDE3. Essentially, the European Commission is proposing major legislation that will provide industry with a mere 4 to 5 months lead-time. Industry needs certainty of legislation and time to implement changes that have such significant implications for our manufacturing processes. We also need regulatory stability to generate a reasonable return on the major investments that we must all make. We are also concerned by the likely impact of the entry into force of the WLTP regulation from September 2017 (new types) and September 2018 (all new registrations). It is essential that the WLTP regulation does not interfere with the dates that were agreed for RDE (i.e. September 2017 and September 2019); otherwise manufacturers and suppliers will face major disruptions in our planning & manufacturing processes. We would like to emphasise the following key points:  RDE3 should be decided by end-December so that the legislation is complete, robust & accurate.  There should be no further tightening or changes to the proposed RDE legislation except those steps already agreed or where the details of the regulation must be improved for robustness.  Further adjustments on the RDE boundary conditions for LCV’s & other RDE issues to be tackled as mentioned in RDE2 should be addressed in RDE4 without delay.  PN-PEMS instruments must improve & a suitable error margin greater than 0.5 must apply for PN instruments. All PEMS instruments should be approved & the European Commission should take steps now to introduce a PEMS approval process that should be ready by end-2017. The quality of market fuels must be taken into account & improved to help reduce real driving emissions. We very much hope that legislators will provide our industry with the time that we, and our suppliers, need to start implementing the new RDE3 requirements on future vehicle models.
