Toyota warns EU battery rules penalize hybrid vehicle technology

Response to Procedure to monitor CO2 emissions from new light commercial vehicles type-approved in a multi-stage process

Toyota welcomes the initiative from the European Commission to adapt the regulation to the new WLTP test procedure. We have carefully studied the proposed regulation text and highlighted several areas where more clarity shall be provided, making also amendment proposals. Our focus has been in making the regulation text more clear and robust, we have not highlighted other areas of concern in the overall methodology, as this has been already discussed in the relevant CO2 expert groups. An item of major importance is that for complete vehicles the CO2 emissions of the base vehicle shall be used for CO2 monitoring. All our comments can be found in the attached document, which has been reviewed and agreed in the related working group in ACEA.

Response to Real-Driving Emissions in the EURO 6 regulation on emissions from light passenger and commercial vehicles (RDE3)

Toyota Motor Europe fully supports the principles of RDE, especially package 3. However sufficient lead-time needs to be given to the industry to make the necessary changes and bring these clean technologies to market. Considering the current timeframe by which RDE package 3 will be adopted, respective publication in the OJ is scheduled for April 2017. Publication in April 2017 would leave only 4 months for the new types and 16 months for all new vehicles in our ranges. The addition of a particulate filter for petrol vehicles is not a simple addition but requires, in the vast majority of cases, re-design of the engine and / or chassis space and engine re-calibration. The significant engineering and certification burden associated with these new requirements requires sufficient time to address the fact that particle filter technology for direct injection gasoline engines still requires development and the level of maturity of the portable measuring instruments used for homologation is not adequate at this time. As already mentioned TME does not oppose the principles of these new requirements. However, we merely request to consider a practical application date of this new requirement to the dates already decided by the Member States and by the European Parliament, from September 2019 for all new vehicles. This would allow to synchronise this new deadline with that related to the measurement of in-use NOx as already voted. PEMS instruments will be used to assess compliance under real-driving conditions. As respective compliance will determine if a vehicle can be introduced or not to the market, it is strongly recommended, that these equipments are certified. Practice to date has indicted that accuracy improvements are still necessary. As TME, we would very much appreciate consideration for the points above. It will allow industry to further contribute to the improvement of air quality.
