Response to Registration of relying parties of European Digital Identity Wallets

Remarks by the Royal Dutch Association of Civil-law Notaries (KNB) with regard to the Implementing Regulations Laying down rules for the application of Regulation (EU) No 910/2014 of the European Parliament and the Council. The KNB appreciates the opportunity to respond to the draft Implementing Regulations. We ask you to take into account the listed clarifications and additions introduced in the attached response to make sure civil-law notaries in The Netherlands can keep performing their duties expertly, independently and with integrity in the Digital Single Market of the European Union. As society is changing rapidly, both socio-culturally and technologically, it is all the more important that citizens and companies can count on legal certainty and legal protection as a solid foundation. The notarial profession provides for this, now and in the future.

Response to Functionalities and integrity of European Digital Identity Wallets

Remarks by the Royal Dutch Association of Civil-law Notaries (KNB) with regard to the Commission Implementing Regulations Laying down rules for the application of Regulation (EU) No 910/2014 of the European Parliament and the Council. As the professional organization for notaries in The Netherlands, the KNB ensures that notaries can provide legal certainty and legal protection to citizens and companies in The Netherlands. It is these important values of the rule of law that the notarial profession stands for, together with its unique preventive function. The KNB supports the adopted amendments to the eIDAS-regulation (Regulation 910/2014), establishing the European Digital Identity Framework (the Framework) and looks forward to using trustworthy and secure digital services introduced by the Regulation and its amendments. In the Implementing Regulations submitted for consultation by the European Commission, the KNB identifies several opportunities to further strengthen the trust in the Framework and make physical services fully substitutable. The attached remarks contain the KNBs expectations and suggestions with regard to functionalities and trustworthiness of services and data.
