Response to Specifications for the provision of cooperative intelligent transport systems (C-ITS)

Samsung Electronics, and its subsidiary Harman, is an active player in cooperative, connected and automated driving. From a driver’s cockpit functionalities for V2V and V2I applications to connected devices for V2P services and network equipment, Samsung is unique in innovating and providing solutions all along the intelligent transport “ecosystem”. As the world leader in mobile industry and recognized leader in IoT and communication services, we envisage network use to expand drastically in the near future. This, with 5G on the verge of becoming reality, will enable the integration of vehicles into the Internet of Things to form the foundation of future mobility concepts, with the potential to deliver enormous benefits for everybody. Samsung/Harman are strong supporters of C-V2X, a transportation technology with an evolutionary path to 5G. 5G-V2X will not replace existing LTE-V2X services, but add on top of it. As 5G-V2X products will support LTE-V2X, it makes C-V2X more attractive in terms of vehicular integration and cost when compared to DSRC. LTE-V2X and 5G-V2X connects devices in both short and long range, vehicles to other vehicles and to roadside network infrastructure and pedestrian devices. As automation levels in vehicles and reliance on car’s connectivity increases, spectrum outside 5.9 GHz band is required for advanced V2X services. 5G-V2X will meet such requirements by introduction of higher frequencies, shorter latency for critical safety V2X, improved spectral efficiency, channel congestion and network management. C-V2X has now been fully standardized for short range communication in 5.9 GHz band and a proven track record on roads. We strongly recommend that the EC includes this technology in the scope of its delegated act. It is now widely acknowledged that C-V2X can provide: new and improved ITS services; a path to 5G that will greatly expand and enhance C-V2X services in the future; and an unmatched cost efficiency that will support accelerated deployment. These advantages have persuaded global stakeholders to commit to C-V2X, and the EU risks being left behind as this technology continues to progress everywhere in the world. Drawing on its legacy of innovation, Samsung and Harman are leading the way to develop these transformative solutions. Some recent examples of our global efforts include: - SK Telecom, Samsung are co-developing a smart traffic system which aims to cover 121 km along a number of Seoul’s expressways - Samsung, KOTSA built 360,000m2 test zone (4G, 5G, V2X network) to foster advanced research on connected and autonomous vehicles. - At CES 2019, HARMAN showcased a live, market-ready demo of a vehicle communicating with a motorcycle using C-V2X Telematics platform Regrettably, in its present form, the European Commission’s draft regulation presents a barrier to C-V2X introduction in Europe by taking Europe onto a one-track technology, at the exclusion of others, precluding car’s evolution toward 5G connectivity despite its promising and unrivalled performances. Indeed, a de-facto ITS-G5 mandate will mean that the transportation and telecommunication industries have much less incentive to invest in 5G for automotive and to provide 5G coverage alongside road corridors. This would inevitably hamper European ambitions around 5G deployment and leadership. The current review clause also fails to provide guarantee that other technologies will be included in future EU technical specifications. The backward interoperability requirement for any new entrant in the future is unfair as it will impose substantial technological and financial burden on them. As opposed to mutual interoperability, backward interoperability would discriminate against all other technologies by imposing a deterring market entry cost. Moreover, with backward interoperability, incumbents will have no incentive to facilitate compatibility of their technology with potentially competing technology.
