Sustainable Banking Coalition urges 50% EU budget climate allocation

Response to EU’s next long-term budget (MFF) – EU funding for competitiveness

The Sustainable Banking Coalition (SBC) welcomes the opportunity to contribute to this public consultation. We believe the European Competitiveness Fund should become a critical instrument to strengthen public finance, de-risk private investments, and accelerate innovation to reach the EUs objectives. Retail banks play a crucial role in channelling MFF resources to the real economy, supporting the EUs climate, environmental, and social objectives while sharing risks and ensuring efficient delivery of funds. Their involvement strengthens the capacity of EU programs to stimulate growth, job creation, and cohesion across the Union. To promote the efficient use of EU budgetary resources, the SBC calls for an increased use of strategic financial instruments to de-risk clean investments, strengthen future-fit banks, and crowd in private capital, especially through guarantees and tailored equity tools. The SBC welcomes Article 22 on the development of a scale-up facility by the European Commission in cooperation with the European Investment Bank Group, other international financial institutions and National Promotional Banks. The SBC particularly welcomes Article 25.3, which allows to exceptionally entrust private bodies with the implementation of a budgetary guarantee or financial instrument. To ensure maximum efficiency, the SBC recommends empowering sustainable retail banks as financial intermediaries to deliver the European Competitiveness Funds objectives under Article 29. Ethical, cooperative, and sustainable retail banks are predominantly small and medium-sized enterprises (SMEs) within the Unions financial system. Despite their limited size, they can play a crucial role in channelling Multiannual Financial Framework (MFF) resources to the real economy, especially to other SMEs, supporting the EUs clean transition objectives, while sharing risks and ensuring efficient delivery of funds. Strengthening their capital base through a Green Equity Facility would enable them to expand sustainable lending, enhance financial inclusion, stimulate growth, job creation, and cohesion across the Union. To promote a fair access to resources under the current MFF, the SBC also calls for reinforced public-private collaboration through simplified procedures, inclusive design, and performance-based incentives, that make EU funding and financial instruments more accessible to smaller, mission-driven financial institutions. The SBC hence welcomes Article 31 of the European Competitiveness Fund on Access to Union Funding and calls for the streamlining and increased transparency of application procedures for guarantees and credit lines under the European Investment Bank framework. The SBC would like to emphasize the need for tailored funding access procedures to the needs of smaller financial institutions by reducing complexity and scaling documentation requirements proportionally. The SBC recommends setting up an EU-level helpdesk for small financial institutions to receive direct guidance and multilingual support. Call requirements should also be designed to accommodate smaller portfolios and more limited geographic coverage, thereby enhancing accessibility for diverse financial actors. To avoid unnecessary administrative burden, reporting and audit obligations should be proportional to the size of the portfolio. A specific design proposal to involve sustainable retail banks in the European Competitiveness Fund through a Green Equity Facility is included in the attached paper. Response to Updating Member State emissions reduction targets (Effort Sharing Regulation) in line with the 2030 climate target plan

Corbion thanks the European Commission for the opportunity to respond to the inception impact assessment for reviewing the Effort Sharing Regulation (ESR). Corbion fully supports the Commission’s proposal to increase Europe’s 2030 climate target to at least 55% and agrees that all sectors, including those covered by the ESR, need to step up their ambition accordingly. Though at this point we do not have a specific preference for any of the three options described in the inception IA, Corbion does agree that carbon pricing can provide the most cost-effective way to guide climate-friendly investments in the agricultural sector. Because it is not known whether agricultural emissions should have a stand-alone emissions trading system or whether it should be integrated into the existing EU ETS, we ask the Commission to lay out the pros and cons of each scenario in its forthcoming impact assessments. Furthermore, Corbion believes that all emission trading systems should include not just scope I emissions (i.e. those from direct production) but also scope II and III (e.g. emissions coming from energy use, key raw materials and transport). Corbion works together with several key stakeholders to help measure Corbion’s scope I, II and III emissions (in the attached PDF, please see our Sustainability statements/Natural capital/ Greenhouse gas emissions and work with CDP) and we would therefore be happy to help the Commission with good practices. About Corbion Corbion (www.corbion.com) is the global market leader in lactic acid and its derivatives, and a leading supplier of emulsifiers, functional enzyme blends, minerals, vitamins, and algae ingredients. We use our unique expertise in fermentation and other processes to deliver sustainable solutions for the preservation of food and food production, health, and our planet. Corbion has committed to reducing our CO2 emissions related to energy, key raw materials, and transport by 33% per ton of product by 2030 from a 2016 base year. To achieve this goal, we combine on-site generation with the purchase of renewable electricity from suppliers. In 2019, we increased our renewable electricity coverage globally to 58%. Concerning scope III, the use of lime in our lactic acid production process contributes significantly to our emissions. We have developed a new technology for lactic acid production that eliminates the use of lime. This new technology will be implemented in our new to build lactic acid factory that will be operational in 2023, resulting in a significantly lower carbon footprint.
