Dibevo verwelkomt de mogelijkheid om op deze aanpassing te kunnen reageren. Wij kunnen ons vinden in een vereenvoudiging en stroomlijning van het systeem van registratie en erkenning, maar willen zeker ook wijzen op de problemen voor kleine markten; op dit moment merken wij dat de hoge kosten die gepaard gaan met de registratie van additieven belemmerend kunnen werken op de innovatie van de sector. Wij denken dat dit punt zeker meegewogen dient te worden in de evaluatie. voor het overige verwijs ik graag naar onze volledige feedback in de bijlage.

Response to Model official certificates for certain categories of aquatic animals and products thereof

Dibevo is the Dutch trade association for the pet sector and has therefore interest in free unhindered trade and keeping of pet animals as long as animal and people health requirements are met. The Dutch pet sector has an annual revenue of around 3 billion euro. Keeping pets is very important in the Netherlands; in 2014 around 33,4 million pets were kept by approximately 59% of the households. Of those pets around 8,9 million are ornamental birds or pigeons. Birds are kept in around 684000 households. Around the same number of households keep mammals other than cats, dogs horses or cattle, in total numbering around 7.8 million birds, including pigeons and 1.8 million small mammals . Also about 17 million ornamental fishes are kept together with an unknown number of ornamental molluscs, crustaceans and other species in which is also an important trade. Dibevo feels that the derogations for recreational use, pet shops and wholesalers as mentioned in article 140 of Regulation 2016/429 are as far as they are incorporated in the delegated act insufficient. The former regulations were laid down in regulation 92/65 EEC. Dibevo feels that in the case of movements of hobby animals the trade has been complicated without proper justification. see Attachement
