Response to Policy agenda for cities

Wolt welcomes the European Commissions initiative to shape a renewed EU Agenda for Cities. As a platform operating in over 30 countries19 within the EUwe work closely with local businesses and courier partners and see first-hand how cities can be both hubs of opportunity and bottlenecks for sustainability, inclusion, and innovation. We empower local commerce by helping small and medium-sized merchants expand their reach, adapt to digital demand, and remain competitive-contributing to the liveliness and resilience of European cities. 1. Tailored tools to support inclusive, low-emission mobility Cities are under growing pressure to reduce emissions and improve air quality but often lack the tools to make these transitions inclusive. While 66% of Wolt courier partners value sustainability, switching to electric vehicles (EVs) or bikes is often out of reach due to: Cost High upfront costs and lack of financing access. Range and performance EVs may not suit full-day delivery work Vehicle availability Manufacturers often sell rather than lease, and service support is limited To address these barriers, Wolt launched the Better Cities Program (BCP) with strategic partners. The pilot offers: A no-money-down lease model with full maintenance and service Grants to reduce lease costs, funded by repurposed carbon offset funds High-capacity e-cargo bike pilots (e.g. the VOK S) with long range, enabling couriers to handle more deliveries sustainably A viable entry point for small vehicle manufacturers, who can place their solutions in active use without scaling costly retail operations This kind of multi-stakeholder, turnkey model can be replicated across EU cities to reduce emissions while supporting independent workers. We encourage the EU to fund similar schemes, provide regulatory guidance, and foster ecosystems linking cities, platforms, financiers, and manufacturers. Mobility hubs that reflect last-mile delivery needs should also be prioritised to support more efficient, low-emission urban logistics. 2. Cities need support navigating the policy landscape Smaller cities often lack the capacity to access complex EU support or interpret fragmented rules. Inconsistent regulations around mobility and digital commerce can hinder innovation. The EU should: Simplify and make EU regulations and programmes more accessible, by reducing bureaucracy and providing clear, easy-to-understand guidance Create local contact points or urban tech hubs to bridge capacity gaps and accelerate local innovation. Pilots like the BCPsupported by the EIT Urban Mobility Programme with ThreshPoint and South Poleshow that targeted support enables scalable, zero-emission delivery solutions 3. Promote best practices for empowering local commerce Ensure regulatory consistency on zero-emission zones, digital infrastructure, and pick-up/drop-off areas, with systematic consultation of the private sector to guarantee that last-mile delivery businesses are fully considered and integrated. Cities are key to supporting small businesses and vibrant economies. The EU should pool and share best practices in city planninglike dedicated bike lanes, pick-up/drop-off zones, and integrated mobility hubswhile fostering public-private partnerships that enable local merchants to grow and thrive in the digital economy. 4. Support data-driven, cooperative policymaking Platforms like Wolt generate data on commerce, delivery, and mobility patterns. Shared responsibly, this data can help cities design infrastructure, reduce congestion, and target investment. EU guidance on public-private data-sharing frameworks would enable smarter, real-time urban policymaking while respecting privacy standards. Conclusion: We see strong potential in the Commissions renewed focus on cities and hope our perspective as a local commerce and last-mile delivery platform can offer meaningful insights. Response to Collective bargaining agreements for self-employed – scope of application EU competition rules

Wolt’s submission to the European Commission on Inception Impact Assesment (Ref. Ares(2021)102652 - 06/01/2021) Wolt is a Finnish technology company that operates a restaurant food, grocery, and retail intermediation and delivery marketplace. Our headquarter is in Helsinki and we currently operate in 23 countries and 120+ cities, serving goods from over 35,000 merchants with over 65,000 courier partners. Wolt was founded in 2014 and employs 2200+ people today in our offices across our markets. By operating a technology platform, Wolt aggregates demand and supply in a three-sided market, and thereby not only brings convenience to customers, but also creates economic opportunities for local restaurants, retailers, and independent couriers providing services through Wolt’s platform. Wolt’s courier partners are completely free to decide when and where to work, or not to work, by simply opening or closing the app on their phone. They have no obligation to work, they can decide to accept or reject individual delivery tasks offered to them, and they can offer their services on competing platforms at the same time. Many of our courier partners are providing their services to us for supplementary income, or they do deliveries during their studies. They provide their services independently, without managerial supervision, i.e. a boss telling them what to do and when to do it. It is undoubtedly a good thing that mobile technology has facilitated this new way of working. At the same time, this poses challenges from the perspectives of traditional labor law and social protections. In many countries, labor laws and social security systems are designed to protect those who are in traditional employment relationships. The kind of flexibility that the platform economy allows for, however, is in most countries available only for the self-employed. Our vision for the future of platform-enabled work is to combine the best of both worlds. Our goal is to ensure that our self-employed couriers can continue to work as flexibly as today, but without having to accept weaker social protections. We therefore strongly support the EU Commission’s initiative to clarify that EU competition law does not stand in the way of initiatives to agree on working conditions through collective agreements for self-employed. Collective bargaining is an important part of the European social model and has a critical role to play also in a platformized digital economy - it just needs to be adapted to independent, flexible, platform-enabled work. More broadly, we think that policy makers should strive for a tailored framework for platform-enabled delivery services, which should be built on the following four core elements. • Collective bargaining: Self-employed partners should have the ability to organize themselves in representative organizations and conclude collective bargaining agreements with platforms, covering relevant areas for platform-enabled work, such as compensation and benefits. • Tax and social security contributions: Platforms should be allowed to pay social security and tax contributions on behalf of their courier partners. • Benefits: Platforms should be allowed to provide their self-employed partners protections and benefits (such as insurances, sick pay, holiday pay etc.) without legal risk. • Legal status: To increase legal certainty for platforms and courier partners, there should be clear rules defining platform-enabled delivery providers as self-employed under the condition that a) the platform does not set any dates, times of day, or minimum hours the courier should be logged onto the platform, b) the platform does not require the courier to accept any specific delivery tasks, c) the platform does not restrict couriers’ ability to offer their services on other platforms, d) the platform does not restrict couriers’ ability to work for other companies or running businesses.
