Public postal operators demand flexible rules to save universal service

European postal operators demand dedicated category in EU Taxonomy

Postal operators urge EU to end burdensome procurement oversight

PostEurop is fully committed to play its part in addressing global environmental challenges within the framework of the EU Green Deal and by supporting the delivery of the UN Sustainable Development Goals. Indeed, postal companies all over Europe have been actively measuring and reducing their GHG emissions for several years. For example, PostEurop put in place a GHG reduction programme for its members more than ten years ago. Likewise, the IPC developed the Sustainable Measurement and Monitoring System (SMMS) in 2008 in response to postal CEOs’ requests for the postal sector to reduce its carbon footprint. The SMMS set the target to reduce collectively by 2020 combined carbon emissions from its own operations by 20%. In 2014, a new target was introduced for the group: to reduce total carbon emissions (Scope 1, 2 and 3 –outsourced transport) per letter mail and per parcel by 20% by 2025, from a 2013 baseline. Finally, a 2030 sustainability target to reduce scope 1 and 2 emissions by 50% versus 2019 was agreed last year. The need for the sector to act is today compounded by the boom in e-commerce, which was accelerated by the covid-19 pandemic (e.g. retail e-commerce grew by more than 25% in 2020 – Statista). PostEurop, therefore, welcomes the initiative of the European Commission to provide a common framework for calculating and reporting GHG emissions of transport operations. For postal operators to continually improve their environmental performance, they need to have a good understanding of where carbon and air pollution hot spots are in the value chain to be able to meaningfully address them. At the same time, the standards and tools which are currently on the market (e.g. EN 16258) are not fully suited for the postal service industry as they suggest an allocation of emissions to shipments based on tonne-km (i.e. the product of weight and distance), which is not common in postal operations. PostEurop calls for a unified methodology that addresses the specificities of the postal service industry, defined in close collaboration with the postal sector, which is aligned with the emerging ISO 14083 standard but also includes an opening clause for postal service providers to adapt its use to postal operations, i.e. by allocating shipment emissions also with other metrics than tonne-km. The methodology must allow the postal service industry to 1) better measure and manage their environmental impact and 2) better communicate their performance to, among others, customers, consumers and investors. Finally, PostEurop would like to stress that this common calculation framework should be developed in line and be consistent with other European Commission reporting initiatives, in particular the European Taxonomy and the CSRD. This framework should also be aligned with international and European standards and guidance to achieve its objectives regarding uptake and comparability. PostEurop underlines its strong interest for this initiative and its willingness to take part in the open public consultation once it is launched in 2022, and to be one of the sectors consulted as part of targeted stakeholder consultations.

Response to Digital Services Act package: ex ante regulatory instrument of very large online platforms acting as gatekeepers

PostEurop is the trade association representing Universal Service Providers (USPs) for post. As USPs, PostEurop’s members ensure everyone is connected and has access to postal services, enabling consumers and SMEs to send and receive letters and parcels wherever they are. This contributes to economic growth and social cohesion across the EU. As such, PostEurop shares the European Commission’s ambition to ensure fair and open markets in the platform economy. In principle, PostEurop’s members welcome the European Commission’s proposed Digital Markets Act (DMA) and the new rules related to large and systemic online platforms, acting as gateways and evolving into broad digital ecosystems. The new rules should be drafted in order to benefit online shoppers and e-retailers across the EU, providing them with better choice in core platform services and in ancillary services.
