Response to EU industrial maritime strategy

The Algeciras Bay Port Authority (APBA) fully supports the European Commissions initiative to develop a comprehensive EU Industrial Maritime Strategy, as announced under the Competitiveness Compass and the European Ocean Pact. This contribution is submitted in response to the Call for Evidence and is aligned with the position and principles set out by the European Sea Ports Organisation (ESPO), of which APBA is an active member. As a key gateway port at the core of the TEN-T network and one of Europes leading logistic and intermodal nodes, Algeciras welcomes the integrated and ambitious scope of the forthcoming strategy. We believe it offers a crucial opportunity to reinforce the role of ports and the broader maritime value chain as catalysts for a competitive, resilient, and green industrial transition in Europe. Our observations are grounded in operational experience and strategic vision, especially considering the ports role at the intersection of global trade routes, energy corridors, and civil-military logistics networks. This document outlines specific priorities and recommendations from the perspective of the Port of Algeciras, with a view to helping shape a forward-looking strategy that empowers Europes waterborne economy, enhances strategic autonomy, supports technological innovation and investment, and ensures a fair level playing field for European maritime actors.

Submission from the Algeciras Bay Port Authority (APBA) on the Future EU Port Strategy The Algeciras Bay Port Authority (APBA) welcomes the opportunity to contribute to the development of a comprehensive and forward-looking EU Port Strategy. We fully align with the position paper submitted by the European Sea Ports Organisation (ESPO), which provides a well-grounded and strategic vision for the role of European ports in supporting the EUs objectives on sustainability, competitiveness, connectivity, resilience, and social cohesion. As one of Europes leading ports in terms of cargo throughput, transshipment activity, and strategic location, APBA underlines the need for a coherent EU framework that ensures regulatory consistency, supports investments in dual-use and green infrastructure, enables modal shift, and maintains a level playing field with non-EU ports. In line with ESPOs recommendations, we call for an integrated approach that aligns the EU Port Strategy with relevant legislative packagessuch as AFIR, FuelEU Maritime, the EU ETS, the Net-Zero Industry Act, TEN-T, and the future Grid Package. We also highlight the importance of simplifying permitting procedures, scaling digitalisation and innovation, enhancing port-city integration, and ensuring adequate and accessible EU funding instruments. We are pleased to submit our detailed position paper, which reflects the specific challenges and opportunities faced by the Port of Algeciras and reinforces our commitment to shaping a strong, competitive, and sustainable port system for Europe.

We would like to thank the European Commission for the opportunity to contribute to this important consultation process. The Port of Algeciras fully supports the European Green Deal objectives and remains firmly committed to the European Unions ambitious decarbonisation agenda. In this context, we would like to express our full alignment with the position presented by ESPO, which we believe provides a balanced and pragmatic approach to advancing the EUs climate goals while safeguarding the competitiveness and resilience of European ports. As one of Europes leading ports, we are deeply aware of our responsibility to drive the transition towards more sustainable and energy-efficient maritime transport. We are actively investing in green initiatives, fostering innovation, and collaborating with our partners to accelerate the adoption of low- and zero-carbon solutions across the supply chain. We trust that our feedback will contribute constructively to shaping a regulatory framework that not only advances environmental objectives but also ensures a level playing field and supports the long-term competitiveness of European maritime clusters. We remain at the Commissions full disposal for any further clarifications or discussions and reiterate our strong commitment to working together to achieve a greener, smarter, and more resilient European port sector.

Por parte de la Autoridad Portuaria de la Bahía de Algeciras, se adjunta propuesta a considerar para la mejora de la efectividad de la directiva. Estamos de acuerdo con los puertos incluidos en el listado, y aportamos información para considerar la inclusión de otros puertos, así como la monitorización de la actividad de otros puertos que entrarán en operación en breve, pudiendo causar distorsiones en los tráficos y afectar a la efectividad de la directiva. Seguimos insistiendo en la importancia de monitorizar los tráficos, ya que consideramos que esta medida de identificar puertos no europeos de transbordo no elimina ninguno de los impactos negativos que venimos señalando, en todo caso los reduce levemente. Esta medida lastra el nivel de competencia de los puertos europeos en un mercado global, al reducir su conectividad, que influirá en su competitividad y capacidad de comercio exterior, haciendo más vulnerables nuestras cadenas logísticas. La Autoridad Portuaria de la Bahía de Algeciras (APBA) respalda los objetivos de descarbonización del Green Deal y el paquete de medidas FIT FOR 55.
De hecho, la Algeciras Port Green Strategy está alineada con los objetivos del Green Deal y vertebra las iniciativas dirigidas hacia la sostenibilidad de nuestra actividad.
Tras la publicación de las propuestas legislativas del FIT FOR 55, la APBA ha realizado un estudio de la incidencia que podría tener la aplicación del Régimen de Comercio de Derechos de Emisión y el FUEL EU MARITIME en el Puerto de Algeciras.
Este puerto, al igual que otros europeos, tiene en las cercanías puertos de terceros países que no comparten los objetivos de descarbonización de la UE, y donde no se aplicaría la propuesta legislativa.
Por tanto, las medidas podrían modificar rutas marítimas, porque los buques elegirían un puerto no europeo en vez de uno europeo para su actividad de transbordo y así evitarían el sobrecoste.
La reducción de emisiones no sería efectiva y se distorsionaría el mercado marítimo internacional y europeo. Se expondría además, la cadena de suministro europea, al pasar una parte de la misma a terceros países.
En el estudio se pone de manifiesto, además de la pérdida de competitividad y la vulnerabilidad geoestratégica a la que se sometería la logística marítima europea, el impacto negativo en términos económicos, sociales y medioambientales que sufrirían los puertos europeos y en concreto, y sirviendo de ejemplo paradigmático, el puerto de Algeciras.
Finalmente, se proponen medidas para perfeccionar la directiva, hacerla más efectiva y reducir estos perniciosos efectos secundarios.

La Autoridad Portuaria de la Bahía de Algeciras ha realizado un estudio de la incidencia que podría tener la aplicación de las propuestas legislativas del RCDE y el FUEL EU MAIRITIME en puertos que, como Algeciras, tengan en las cercanías puertos de terceros países que no compartan los objetivos de descarbonización y, por tanto, puedan captar tráficos marítimos que intenten evadir así el sobrecoste que implican estas medidas, reduciendo por tanto su efectividad a la hora de reducir emisiones y distorsionando el mercado marítimo internacional y europeo. Se expondría, además, la cadena de suministro europea, al pasar una parte de la misma a terceros países. En el estudio se pone de manifiesto además de la pérdida de competitividad y la vulnerabilidad geoestratégica a la que se somete la logística marítima europea, el impacto negativo en término económicos, sociales y medioambientales que sufrirían los puertos europeos y, en concreto, y sirviendo de ejemplo paradigmático, el Puerto de Algeciras. Finalmente, se proponen medidas para perfeccionar la directiva y hacerla más efectiva y que reduzcan estos perniciosos efectos secundarios.
