Costa Cruises SpA, as a leading European cruise operator, has been closely involved in the early revision process, sharing inputs based on its Emergency Response Centers decades of experiences. Costa welcomes the opportunity to comment the Commission proposal and particularly welcomes the effort to streamline the cooperation between consular authorities and develop crisis preparedness and response to better support EU citizens protection. To better support the actual efficiency of consular protection, we would however encourage the EU legislator to consider including specific industry stakeholders experts in the information flow and in specific crisis preparedness and response plans (Art. 12 13a). Mutualization of joint expertise could save time in critical moments to the best interests of EU citizens.

Response to Review of the European Maritime Safety Agency (EMSA) activities

Costa Group, a leading European cruise operator, welcomes the European Commission’s initiative to reassess the mandate of the European Maritime Safety Agency (EMSA), particularly in light of the lessons learned from the COVID-19 crisis. Costa Group supports the further definition of EMSA’s role in supporting the digital and sustainable transition of the European shipping sector and appreciates the role EMSA continues to play in coordinating safety and security measures for the benefit of the European maritime sector. However, with regard to the need to reflect on new tasks and operational practices to ensure EMSA is fit for purpose, Costa Group believes there is one area where improvement can be made. The public health crisis brought about by the COVID-19 pandemic created an immediate challenge for the cruise industry (and passenger vessels industry at large) which became globally publicised, that of safe and swift repatriation of passengers and crews. Our repatriation efforts were made more difficult by a lack of sufficient coordination and a refusal by several EU Member States to open their ports to vessels in a situation of urgency. We therefore call for EMSA to be mandated to manage a single coordinated repatriation plan in the event of future public health emergencies. This would be particularly well aligned with EMSA’s stated priority to make the best use of safety rules to increase the protection of human life at sea. It would also work towards increasing consumer confidence in the European shipping industry, thus supporting a critical economic sector in the EU, i.e coastal tourism. We believe that the combination of the existing EU legal framework could offer a sound basis to improve the situation in case of a future health crisis. Specifically, the TEN-T and Place of Refuge EU legal frameworks provide an excellent background for a more coordinated future approach. Costa Group believes that the EMSA Guidance on Places of Refuge should be revised to incorporate serious public health emergencies and pandemic scenarios within the definition of cases of a “ship in distress” under EU Directive 2002/59, thus making it possible for ships to safely return to port in order to repatriate passengers and crews safely and efficiently. The existing TEN-T ports network should be closely involved in the development and contingency planning of this process as their offer a robust backbone of main ports throughout Europe.

Response to Green Recovery for the Blue Economy (tentative)

Costa Group (Costa), as a leading European cruise operator, welcomes the Commission’s commitment to greater sustainability within the EU Blue Economy and stands ready to provide its support: Costa has incorporated the UN SDGs into its sustainability approach since 2016 and has dedicated significant resources to advancing the sustainability of the marine sector. We fully acknowledge the need for sustainable solutions to guarantee the future of the European maritime ecosystem, as Costa is an integral part of it, accounting for an annual economic impact of €12 billion. The COVID-19 crisis has had a drastic impact on many sectors, with tourism and the cruise sector particularly hit. However, we firmly believe that EU recovery can come from the sea and from cruise in particular. In this context Costa stands ready to partner with the Commission to provide information and best practices with regard to Roadmap priorities : Climate change and biodiversity loss: Costa is leading the cruise industry’s efforts to combat climate change through investments in new technologies. • Regarding tackling emissions, in 2019 Costa achieved an additional 8.06% reduction in CO2 emissions and a 40% reduction as compared to 2008 (11 years ahead of the IMO ’s 2030 target). Furthermore, Costa has introduced the world’s first two LNG-powered cruise ships and is committed to having 50% of its fleet equipped to use shore power by the end of 2020. We are also working on other alternative fuel technologies with the aim to build a zero-emission cruise ship by 2040. This includes the development of bioLNG and, later, renewable LNG capabilities, a project to install the world’s largest battery onboard a cruise ship and investigating the viability of hydrogen fuel cells as a means of propulsion. • Given the current lack of sufficient infrastructure in Europe, greater support from the Commission and member states for wider dissemination of shore power and other alternative fuel infrastructures would also support sustainable blue growth. • Regarding circular economy, all our new ships are testing grounds for new projects which, if successful, can then be deployed to the rest of the fleet or potentially in other sectors. We have worked on drastically reducing our waste footprint, from new initiatives to reduce food waste and redistribute excess produce to charitable organisations, to cutting down packaging and plastic use, increasing recycling, ensuring responsible water management and educating guests and crew on best practices. As an example, the most advanced capital in Europe in terms of waste management sorts 68% of its waste while onboard our new ship Costa Smeralda 100% is sorted. Costa would welcome the opportunity to share its best practices with other sectors (e.g. hotels, hospitals etc) that could benefit, for example through some joint events with the Commission. Compartmentalisation: it is imperative for the Commission to work with industry stakeholders to ensure that its aims are attainable and that the necessary support is provided to achieve them. Due to the unprecedented financial impact of the COVID-19 crisis, industries and policymakers must work together to find solutions now more than ever. Costa is a pioneer of new technologies and supports closer private-public partnerships to further drive sustainable innovations. Costa has developed partnerships all along its value chain, involving private partners and local communities to create a “multiplier effect” for its circular economy projects. Such an “ecosystem” approach is important to avoid compartmentalised thinking. Knowledge gaps: our Foundation’s “Guardians of the Coast” initiative is working to educate young people on the importance of tackling marine litter in the Mediterranean, incorporating digital support and scientific bodies. We have also invested jointly with local communities in Academies in various Member States to best reflect industry and local training needs.
